Por FactBox Admin

The Provincial Council of Huesca has resolved the call for grants for development cooperation projects for the 2026 financial year, with a total distribution of 240,000 euros among non-governmental organizations, associations, and non-profit entities in the province. This is done through Decree no. 3896/2026, of October 30, signed by the president of the corporation, Isaac Claver Ortigosa. The resolution is published in the Official Gazette of the Province of Huesca no. 210, of November 3, 2026 (official reference BOPH-2026-210003).
The call was approved by Decree no. 1545, of April 29, 2026, an extract of which appeared in the Official Gazette of the Province no. 82, of May 5, 2026. The procedure is governed by Article 27 of the General Grant Ordinance of the Council and by Article 26 of Legislative Decree 2/2023, of May 3, which approves the consolidated text of the Grants Law of Aragon. The process included a pre-evaluation report from the Head of the Internal Regime Office (October 27), the proposal from the Evaluation Commission and the report from the managing area (October 28), and the favorable prior audit report no. 1246/2026, of October 30, with complementary observations.
Two expenditure lines and advance payment
The distribution is divided into two applications of the 2026 provincial budget:
- 2026.73.2312.788000: 150,000 euros for capital expenditure or investment projects.
- 2026.73.2312.488000: 90,000 euros for current expenditure projects.
The point value was set at 619.8347 euros for the capital line (150,000 euros divided by 242 points) and 368.8525 euros for the current line (90,000 euros divided by 244 points). Since three capital projects and four current projects exceeded the requested amount, the excesses—7,891.16 euros and 4,102.10 euros, respectively—were redistributed in successive allocations proportional to the score until the credit was exhausted. The grants will be paid in the form of total advance payment, charged to accounting document A no. 2026.2.0008639.000.
34 projects in about twenty countries
The resolution grants subsidies of a certain amount to 34 projects submitted by 26 entities: 18 for investment and 16 for current expenditure. The destinations include Bolivia, Ethiopia, Ivory Coast, Guinea-Bissau, Burkina Faso, India, Kenya, Mozambique, Senegal, Mexico, Colombia, Algeria, Nicaragua, Nepal, Morocco, Guatemala, Panama, and Sierra Leone.
The highest grants in the capital line are:
- Acción sin Fronteras: 11,231.43 euros for textile training for women in Tlaxcala (Mexico).
- ONG SUMUM: 10,570.75 euros for education, nutrition, and maternal-child health in Mahandougou (Ivory Coast).
- Fundación SAMU: 10,570.75 euros for the Hogar San José (Bolivia).
- CC ONG Ayuda al Desarrollo: 9,910.09 euros for the “Thomas Sankara” center in Kayar (Senegal).
- Asociación Imagine, Fundación Amigos de Monkole, and Asociación Alouda: 9,249.42 euros each.
In current expenditure, the highest amounts correspond to Fundación Bosco Global and Acción sin Fronteras (6,655.68 euros each), followed by Asociación Imagine, YMCA, CC ONG Ayuda al Desarrollo, and Asociación Alouda (6,264.17 euros). Also listed are Cruz Roja Española, Médicos del Mundo, Manos Unidas, Cáritas Diocesana de Huesca, SERSO Aragón, Fundación Juan Bonal, Fundación Itaka-Escolapios, Fundación Cruz Blanca, Geólogos del Mundo, COVIDE-AMVE, Acción Solidaria Aragonesa, Asociación Pequeña Tierra, Asociación Kumara, Asociación Estrella de la Mañana, Reach Internacional España, Sendera ONG, and Fundación Hand in Hand.
Execution, justification, and resource deadlines
The execution period for the activities runs from January 1, 2026, to May 31, 2027, and the justification must be submitted via the electronic Registry before June 30, 2027. Entities have a period of ten days from the date of publication to submit express waivers; the released amount will be distributed among the remaining beneficiaries in proportion to their score, up to a limit of 100% of the eligible expenditure.
The resolution concludes the administrative process. An optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance located in the provincial capital within two months. The grant will be communicated to the Funds Intervention for registration in the National Grants Database.
The distribution consolidates provincial support for the solidarity network of Huesca: 26 entities from the province—many of them small associations with headquarters or delegations in Huesca—receive public funds to maintain educational, health, and drinking water infrastructures in developing countries, although the granted amount covers only a part of the total budget for each project.
