The Provincial Council of Huesca appoints Sara Sánchez Yuste as Intervention Technician

The Provincial Council of Huesca has appointed Sara Sánchez Yuste as an Audit Technician in position RPT 566, assigned to the Internal Audit Control Unit. The decision was adopted via Decree no. 3328, dated September 25, 2026, signed by the president of the corporation, Isaac Claver Ortigosa, and is published in the Official Gazette of the Province of Huesca no. 188, corresponding to Thursday, October 1, 2026. The assumption of office for the position has been set for October 7, 2026.

The decree and its processing

The announcement is made public “for the knowledge of the interested parties” and reproduces in full the resolution of the Presidency, issued in exercise of the powers conferred by Article 34 of the Law regulating the Bases of the Local Regime and concordant provisions. The appointment complies with the provisions of Article 136 of Royal Legislative Decree 781/1986, of April 18.

The file was processed in the corporation’s Secretariat, through the Human Resources Section, and responds to the call to fill two vacant Audit Technician positions in the Council’s civil service staff. The decree is based on three documentary precedents:

Characteristics of the position

The awarded position belongs to the Special Administration Scale, Special Services Subscale, and corresponds to Group A, subgroup A1, with a destination supplement level of 26. Its remuneration and assignment conditions are as follows:

• Position title: Audit Technician, RPT 566.
• Classification group and subgroup: A, A1.
• Destination supplement: level 26.
• Specific supplement: 17,354.12 euros.
• Assignment unit: Internal Audit Control Unit.
• Nature: vacant position in the Corporation’s staff.

Deadlines and means of appeal

The decree grants a period of thirty business days to assume office, counting from the day following the publication of the resolution in the Official Gazette of the Province, although the effective date of incorporation has already been set for October 7, 2026.

Against the resolution, which exhausts the administrative route, the following may be filed alternatively:

• Optional appeal for reversal, within one month, before the same body that issued the act.
• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca, or before the one where the interested party resides if it is located within the jurisdiction of the High Court of Justice of Aragon, within two months from the day following the notification.

If the optional appeal for reversal is chosen, the contentious-administrative appeal may not be filed until the former is expressly resolved or has been dismissed by silence. All of this without prejudice to any other appeal deemed appropriate.

The reinforcement of the Internal Control Unit of the Comptroller’s Office has a direct impact on the activity of the Provincial Council of Huesca, an institution that exercises financial assistance and guardianship functions over the municipalities of the province and channels a large part of the funds they receive. The incorporation of an A1 technician to that unit strengthens the prior auditing and expenditure control of the provincial corporation, an especially sensitive area due to the volume of public resources it manages on behalf of the local entities of Huesca.
