The Provincial Council of Huesca appoints José María Sanz Parrilla as A2 analyst

The Provincial Council of Huesca has appointed José María Sanz Parrilla as Analyst (A2) in the IT Services Development Unit, with the assumption of office set for September 1, 2026. The agreement, adopted by Decree no. 2888, dated August 24, 2026, is published in the Official Gazette of the Province of Huesca number 162, dated August 26, 2026 (official reference BOPH-2026-162001).

The resolution, signed by the president of the corporation, Isaac Claver Ortigosa, stems from a file from the Human Resources Section (Civil Servant Class, documentary series B050202, year 2025, no. 28) processed through an open competitive examination to fill an Analyst position. The procedure includes the report from the General Secretariat dated August 21, 2026, and the Audit Report no. 965/2026.

The position and its characteristics

The appointment is made under Article 136 of Royal Legislative Decree 781/1986, of April 18, and the powers conferred by Article 34 of the Law regulating the Bases of the Local Regime. The new analyst will occupy the vacant position in the corporation’s staff with the following characteristics:

  • Scale: Special Administration, Special Services Subscale.
  • Group and subgroup: A, subgroup A2.
  • Destination supplement (CD): 25.
  • Specific supplement (CE): €14,399.28.
  • Position (RPT): 114.
  • Destination: IT Services Development Unit.

Assumption of office and deadlines

A period of thirty business days for the assumption of office is granted, counting from the day following the publication of the resolution in the provincial gazette, although the corporation has specified said assumption of office for September 1, 2026. The agreement exhausts the administrative route.

Appeals

Against the resolution, interested parties may alternatively file an optional appeal for reversal within one month before the same body that issued the act, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca (or that of the interested party’s domicile, at their choice) within two months from publication. Filing an appeal for reversal prevents proceeding to the contentious-administrative route until the former is resolved or dismissed by silence.

The appointment strengthens the staff of the provincial IT services, a strategic area for the digitalization of the local administration of Huesca, and consolidates the filling of a position that had remained vacant in the corporation.
