Por FactBox Admin

The Plenary of the Provincial Council of Huesca has definitively approved the Provincial Plan for Municipal Economic Concertation for 2026, endowed with 3,004,485 euros and intended for the maintenance and repair of municipal facilities and services. The agreement is published in the Official Gazette of the Province of Huesca no. 187, dated September 30, 2026, with references BOPH-2026-187001 and BOPH-2026-187002. The approval opens a ten-day period for the beneficiary city councils to electronically submit their documentation.
The Plenary of the Corporation, in an ordinary session on September 3, 2026, initially approved the plan by unanimity of those present, along with the credit modification file no. 45/2026. The announcement of the initial approval was published in the Official Gazette of the Province no. 172, dated September 9, 2026, and, after the period for allegations passed without any being submitted, the plan has been definitively approved.
The global amount of 3,004,485 euros is charged to the budget application 2026.14.9205.462400 and is also published in the National Grants Database (identifier 932264), in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17. The agreement exhausts the administrative route and may be appealed within two months before the Contentious-Administrative Court.
Recipients and distribution criteria
The beneficiaries are the municipalities of the province of Huesca with a population of fewer than 5,000 inhabitants, expressly excluding those that reach or exceed that threshold due to their greater economic capacity. The plan’s annex distributes the aid among 195 municipalities, 495 singular population entities, and 89,308 registered inhabitants, according to data from the National Statistics Institute as of January 1, 2025.
- Per municipality, according to population brackets: 10,000 euros up to 250 inhabitants; 9,000 euros from 251 to 500; 6,800 euros from 501 to 1,000; and 5,000 euros from 1,001 to 4,999. Total: 1,704,000 euros.
- Per inhabitant: 10, 9, 6, and 5 euros according to the same population bracket. Total: 600,285 euros.
- Per singular population entity: 1,800, 1,500, 1,200, and 800 euros. Total: 700,200 euros.
The objective is to finance current expenditure for the 2026 fiscal year derived from the hiring or appointment of non-structural personnel, contracts with freelancers or companies for maintenance and repair, and software programs for accounting, inventory, municipal census, or the implementation of electronic administration.
Deadlines and advance payment
City councils must electronically complete the form available on the electronic headquarters of the Provincial Council of Huesca, attaching the responsible declaration and the acceptance of the grant, within ten days from the day following the publication of the announcement. Submission after the deadline will be understood as a waiver of the granted amount, except for justified causes not attributable to the beneficiary entity.
The grants will be paid via total advance payment, once the plan has been definitively approved and the documentation has been submitted. Among the required documents are the responsible declaration of being up to date with tax obligations, Social Security, and the Provincial Council itself, as well as certifications from the secretary-auditor with the mayor’s approval regarding compliance with article 9.c) of the consolidated text of Law 5/2015, of March 25, on Grants of Aragon.
Justification and control
Local entities must justify the amount received before March 31, 2027, via an electronic form, justification model, certifications, and digitized copies of invoices. Failure to publicize the funding obtained is penalized with 5% of the grant if the aid is less than 30,000 euros, and with the loss of the right to payment and subsequent reimbursement if it reaches or exceeds that figure.
Delays in justification are also graded: between 1 and 8 days, 10% of the amount up to a maximum of 300 euros; between 9 and 20 days, 20% up to a maximum of 600 euros; and more than 20 days, 30% up to a maximum of 900 euros. The aids are compatible with other grants for the same purpose, provided they do not exceed the cost of the activity nor, where applicable, 80% of the expenditure.
The plan injects 3,004,485 euros into the current expenditure of the smallest municipalities in the province, which face the maintenance of their facilities and services with limited resources. The publication is signed by the president, Isaac Claver Ortigosa, and by the secretary, Aránzazu Calvo González, dated September 29, 2026.
