Por FactBox Admin

The Provincial Council of Guadalajara has appointed two employees from its staff as career civil servants, as part of the process of converting permanent labor personnel of the corporation into civil servants. The appointment was agreed upon by Resolution of the Provincial Deputy Delegate for Public Employment and Internal Regulations no. 2026-10108, dated September 29, 2026, and is published in the Official Gazette of the Province of Guadalajara (BOP) no. 196, dated October 14, 2026. Both positions cease to be labor positions and become career civil servant positions.
The announcement, signed by the president of the provincial corporation, José Luis Vega Pérez, on October 7, 2026, is made public for the purposes of Article 62 of the revised text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30. The selection was resolved through a competitive examination and merit system (concurso-oposición), within the process of converting permanent labor personnel of the Provincial Council of Guadalajara into civil servants.
The operation affects two positions in the current provincial Job Classification List (RPT) and is part of the ongoing conversion processes in the institution, which transform positions of a labor nature into civil servant positions.
The two appointments
The agreement details the original position and the final destination of each of the two workers:
- María José Gil Gil: position no. 797, Economic Promotion and Employment Technician (Law), of the Special Administration Scale, Technical Subscale, Higher Technical Classification, Group A, Subgroup A1. She is permanently assigned to position no. 1054, “Economic Promotion and Employment Technician” of the current Job Classification List.
- Araceli Grimaldos Sánchez: position no. 903, General Administration Clerk, of the General Administration Scale, Administrative Subscale, Group C, Subgroup C1. She is permanently assigned to position no. 2013, “Sports Clerk” of the current Job Classification List.
Both appointments are made as permanent staff, with final destination in the aforementioned positions of the provincial RPT.
Termination of the permanent labor relationship
The same agreement declares the termination of the permanent labor relationship that the two workers had maintained with the Provincial Council of Guadalajara. The termination takes effect upon taking office as career civil servants, such that the change in the legal nature of the relationship is completed at the moment of taking possession of the new position.
The resolution further specifies that the operation transforms both labor staff positions into career civil servant positions, whereby the provincial workforce reduces its number of permanent labor positions and strengthens the civil service structure in the areas of Economic Promotion and Employment and Sports.
Publication and regulatory framework
The announcement is disseminated in section I of the Official Gazette of the Province of Guadalajara no. 196, corresponding to Wednesday, October 14, 2026, titled “Appointment of career civil servants” and under the heading of the Human Resources Area of the Provincial Council of Guadalajara.
The publication is carried out in compliance with Article 62 of the revised text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30, which regulates the appointment and taking of office of career civil servants.
The process was processed through the competitive examination system (concurso-oposición), the mechanism provided for the conversion of permanent labor staff into civil servants, and culminates with the resolution issued by the Deputy Delegate for Public Employment and Internal Regime on September 29, 2026.
The consolidation of these two workers as career civil servants closes a phase of the civil servant conversion process of the Provincial Council of Guadalajara and modifies the composition of its workforce, with direct effects on the professional careers of the two affected employees and on the organization of the provincial services for Economic Promotion and Employment and Sports.
