The Provincial Council of Guadalajara will maintain the video surveillance cameras of eight municipalities
Por FactBox Admin

The Provincial Council of Guadalajara will assume the maintenance of the video surveillance points installed in eight municipalities of the province, according to the management entrustment agreements published in the Official Gazette of the Province of Guadalajara No. 202, dated October 22, 2026 (reference 2026_2772). The agreements, formalized between September 30 and October 21, 2026, benefit Cañizar, Casas de San Galindo, Humanes, Matarrubia, Miralrío, Valdegrudas, Villanueva de Argecilla, and Villaseca de Uceda.
The agreements are published jointly in compliance with Article 45.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and respond to an initiative that the provincial institution has been developing for more than two years: the Video Surveillance and Security Plan of the Provincial Council of Guadalajara. Its objective is to have a network of cameras at the entrances to population centers and on the provincial road network to prevent crimes and facilitate their clarification by the State Security Forces and Corps.
The legal basis for the entrustment is Article 11 of Law 40/2019, of October 1, on the Legal Regime of the Public Sector, together with the competence for legal, economic, and technical assistance and cooperation to municipalities attributed by Article 36.1.b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. To execute the plan, the Council has already awarded a framework agreement for the maintenance of the video surveillance points. The city councils, for their part, declare a lack of their own means for such maintenance and have installed their cameras with authorization from the Government Delegation of Castilla-La Mancha.
Eight municipalities with different schedules
Each agreement follows a double plenary agreement and a subsequent formalization, with dates that vary significantly from one another:
- Cañizar: municipal plenary 10/13/2026, Council plenary 10/16/2026, agreement signed on 10/21/2026.
- Casas de San Galindo: 12/23/2025, 02/20/2026, and 10/13/2026.
- Humanes: 02/10/2026, 02/20/2026, and 10/01/2026.
- Matarrubia: 02/09/2026, 06/19/2026, and 10/17/2026.
- Miralrío: 12/23/2025, 02/20/2026, and 09/30/2026.
- Valdegrudas: 12/18/2025, 02/01/2026, and 10/01/2026.
- Villanueva de Argecilla: 12/10/2025, 02/01/2026, and 10/14/2026.
- Villaseca de Uceda: 09/19/2026, 03/20/2026, and 10/16/2026.
The published text warns that, for security reasons, the identification and exact location of the points included in each agreement are not disclosed. The agreements enter into force the day after their publication in the BOP, and the Council itself is the entity responsible for carrying out that publication.
What the Council pays and what remains for the municipality
The second clause details the scope of the maintenance assumed by the provincial institution:
- Supply of all software licenses necessary for the operation and management of the video surveillance point.
- 4G/5G communications system to transmit images and store them in the cloud.
- Supply and corrective and preventive maintenance of all hardware at the point, including the replacement of equipment that does not function correctly.
- Processing of renewal requests for fixed video camera authorizations before the Government Delegation in Castilla-La Mancha.
Excluded from the assignment are the electrical connection point and the pole where the camera is installed, which are the responsibility of the municipality. The city council also commits to authorizing the use of that support to install any other element necessary for the purposes of the Provincial Council. The renewal of authorizations is processed in accordance with Article 10 of Royal Decree 595/1999, of April 16, which develops Organic Law 4/1997, of August 4, on the use of video cameras by Security Forces and Corps in public places.
Four extendable years and monitoring commission
The agreements are administrative in nature and are governed by Chapter VI of the preliminary title of Law 40/2019. Their duration is four years, extendable by unanimous agreement of the parties for up to four additional years. They are terminated by expiration of the term, mutual agreement, written notice by either party, revocation by the city council due to breach by the Provincial Council, or resignation by the Provincial Council due to municipal breach, in both cases via a reasoned resolution and prior hearing.
Monitoring is the responsibility of a commission formed by two representatives from each party, chaired by a representative of the Provincial Council. The texts appear signed in Guadalajara on October 21, 2026, by the president, José Luis Vega Pérez, acting by virtue of Article 34.1.b) of Law 7/1985, assisted by the General Secretary.
The agreement relieves the coffers of eight small city councils that cannot afford licenses, communications, and repairs for their cameras, and homogenizes security at the entrances to these centers within an expanding provincial network. For the residents, the practical consequence is that the cameras will remain operational and with renewed authorization without the municipality having to assume the technical burden.
