The Provincial Council of Guadalajara announces a vacancy for a tax technician A2

The Provincial Council of Guadalajara has announced selective tests for the permanent appointment, via a competitive examination process (concurso-oposición) and open entry, of one position as Special Administration Medium Technician (Taxation). The specific rules were approved by the corporation’s Governing Board in an ordinary session on September 9, 2026, and are published in the Official Gazette of the Province of Guadalajara (BOP) No. 182, dated September 24, 2026, under official reference 2026_2472.

The position is vacant within the civil service staff and corresponds to the 2024 public employment offer. It is integrated into the Special Administration scale, Technical sub-scale, Medium Technician classification, Group A, Subgroup A2. The specific rules are supplemented by the General Rules approved by the Governing Board in an extraordinary session on September 3, 2024, and published in BOP No. 181, dated September 23, 2024.

Job Functions

The position is assigned to the Collection Office of the Provincial Council of Guadalajara, with the following main responsibilities:

• Managing the Real Estate Tax (IBI) and other provincial taxes, fees, and public revenues.
• Controlling collection during the voluntary and executive periods.
• Coordinating actions with the Cadastre Office and the Property Registry.
• Preparing reports and applying current tax and collection regulations.

Requirements and Submission of Applications

Applicants must hold a Diploma, Degree, University Degree, or equivalent. The examination fee is 21.46 euros, reduced to 10.73 euros for those who can prove more than six months of unemployment in the last year. The deadline for submitting applications is twenty business days from the day following the publication of the call summary in the Official State Gazette.

Applications, the model for which appears as Annex I, shall be addressed to the Presidency of the corporation and should preferably be submitted electronically through the provincial electronic office. Failure to pay the fee will result in the applicant’s exclusion.

Selection Process: 75% Examination and 25% Merit

The examination phase accounts for 75% of the total score, up to a maximum of 150 points, and consists of two mandatory and eliminatory exercises:

• First exercise: a multiple-choice questionnaire of 60 questions plus 5 reserve questions based on a syllabus of 60 topics, with a duration of 70 minutes; each correct answer is worth 1.2500 points and each error subtracts 0.3125.
• Second exercise: a case study or practical test of 50 to 90 minutes, directly related to the specific syllabus and the functions of the position.
• The minimum score to pass each exercise is 37.50 points.

The competition phase, accounting for the remaining 25%, is held after the competitive examination and only evaluates the merits of those who have passed the two exercises, according to the scale in the eighth base of the General Bases. The syllabus is divided into 12 general topics and 48 specific topics, focusing on tax regulations, collection, cadastre, and local treasuries.

Job bank and resources

A job bank will be formed with the people who pass the two exercises without obtaining a position and, subsidiarily, another with those who pass only the first one. The proposed person will have twenty business days to present the supporting documentation. An optional appeal for reversal may be filed against the final list of admitted and excluded candidates within one month, or a contentious-administrative appeal within two months.

The call is signed in Guadalajara on September 21, 2026, by the president of the corporation, José Luis Vega Pérez, and directly affects candidates with an economic-tax profile and the staff of the provincial tax office, who gain a new stable access process in a key area for the management of the IBI (Property Tax) and the collection of the municipalities of the province.
