The Provincial Council of Guadalajara announces a vacancy for an IT specialist via internal promotion

The Governing Board of the Provincial Council of Guadalajara, in an ordinary session on September 9, 2026, approved the specific rules for the selective tests for the permanent appointment of one position as Special Administration Technician (Computer Science) via a competitive examination and internal promotion track. The call for applications is published in the Official Gazette of the Province of Guadalajara number 180, dated September 22, 2026, and the position is integrated into the 2024 Public Employment Offer. An abstract of the announcement will also be published in the Official State Gazette.

The announced position belongs to the Special Administration scale, Technical sub-scale, Higher Technicians classification, group A, subgroup A1, and is vacant within the provincial corporation’s civil service staff. The specific rules are supplemented by the general rules approved by the Governing Board on September 3, 2024 (Official Gazette of the Province number 181, dated September 23, 2024). The text was signed in Guadalajara on September 17, 2026, by the president of the corporation, José Luis Vega Pérez.

Requirements and admitted qualifications

Career civil servants of the Provincial Council of Guadalajara who can prove a minimum of two years of active service in the Special Administration scale, Technical sub-scale, subgroup A2, may participate. Additionally, they must meet the following requirements:

  • Hold a degree in Computer Engineering, Telecommunications Engineering, a Degree in Physics, a Degree in Mathematics, or an equivalent degree or license, or be in a position to obtain it within the application period.
  • Pay 11.81 euros as examination fees, preferably through the payment portal of the Provincial Council of Guadalajara or by deposit into account ES36-2100-8665-9002-0001-7813.
  • Meet the requirements on the last day of the application period and maintain them throughout the selection process.

Deadline, applications, and admission

Applications, the model of which appears as Annex I of the call, shall be addressed to the president of the corporation and submitted preferably electronically within twenty business days starting from the day following the publication of the announcement in the Official State Gazette. The application shall be accompanied by a copy of the qualification, proof of payment of the fee, and, where applicable, documentation proving the claimed merits.

Once the deadline has expired, and within a maximum of one month, the president shall issue the resolution containing the provisional list of admitted and excluded candidates, which will be published in the Official Provincial Gazette, on the notice board, and on the electronic headquarters. Excluded candidates will have ten business days to rectify their status. The resolution approving the final list will include the composition of the qualifying tribunal, before which an abstention or recusal may be filed within three business days, as well as the location, date, and time of the first exercise.

Selection Process: 75% competitive examination and 25% merit assessment

The process consists of two phases. The competitive examination accounts for 75% of the total score, up to 75 points, and consists of a single mandatory and eliminatory exercise:

  • A multiple-choice questionnaire of 80 questions plus 5 reserve questions, based on a syllabus of 51 topics, with four alternative answers and only one correct.
  • Maximum completion time: 85 minutes; between 15% and 20% of the questions will be practical in nature.
  • Each correct answer is worth 0.9375 points and each error subtracts 0.1875 points; the minimum passing score is 37.50 points.

The merit assessment phase accounts for the remaining 25%, up to 25 points, is not eliminatory, and takes place after the competitive examination, according to the scale of the general bases. No less than two months nor more than six may elapse between the publication of the call and the holding of the exercise.

Job Bank and Appeals

The tribunal may not propose more candidates than the number of positions announced, and a job bank will be formed with those who, without passing the overall process, have passed the competitive examination phase; it will have preferential status over any other and will be valid until the next selection tests. The bases and derived acts may be challenged through an optional appeal for reversal within one month or a contentious-administrative appeal within two months.

The call reinforces the commitment of the Provincial Council of Guadalajara to professionalize its technological services and opens a promotion path reserved for internal staff, in addition to incorporating ICT profiles specialized in cybersecurity, cloud, and systems administration.
