The Provincial Council of Guadalajara grants 699,742 euros to freelancers and rural micro-enterprises

The Governing Board of the Provincial Council of Guadalajara has approved the final resolution of the grants aimed at self-employed workers and micro-enterprises in municipalities with fewer than 5,000 inhabitants for the implementation of investment actions in 2026, with 462 beneficiaries and a total granted amount of 699,742.56 euros. The agreement was adopted on September 9, 2026, and was signed by the president of the institution, José Luis Vega Pérez, on September 15. It is published in the Official Gazette of the Province of Guadalajara no. 178, dated September 17, 2026, under file 264/2026.

A call for 700,000 euros and 555 applications

The call was approved by the Governing Board in an ordinary session on March 10, 2026, and its summary was published in the BOP no. 54, dated March 19, 2026. The grants are part of the Strategic Grant Plan 2026-2028, approved by the Plenary of the Council on February 20, 2026 (BOP no. 42, dated March 3), and are processed in accordance with the General Grant Ordinance approved by the Plenary on February 21, 2025 (BOP no. 71, dated April 11, 2025).

The maximum global amount was 700,000 euros, charged to budget application 422 77000. The submission period was fifteen business days, and 555 requests were received, two of which were outside the deadline: 412 from applicants who did not request the grant the previous year and 143 who were beneficiaries in 2025.

Distribution by municipality, staff, and amounts

• Municipalities of 1,000 to 4,999 inhabitants: 305 applications.
• Municipalities of up to 99 inhabitants: 102.
• Municipalities of 100 to 249 inhabitants: 74.
• Municipalities of 250 to 499 inhabitants: 47.
• Municipalities of 500 to 999 inhabitants: 25.
• No data: 2.

By nature of the applicant, 356 corresponded to self-employed workers or micro-enterprises without hired employees, 164 to micro-enterprises with 1 to 5 employees, and 21 to micro-enterprises with 6 to 9 employees, with 14 providing no data. The maximum amounts were 1,500 euros for self-employed workers and micro-enterprises without employees, 2,000 euros for those with 1 to 5 employees, and 2,500 euros for those with 6 to 9, provided that the grant did not exceed the investment made.

Appeals: seven upheld and nine dismissed

Following the provisional resolution of July 14, 2026 (BOP no. 139, dated July 23) and the ten-business-day period for appeals, the Governing Board upheld those submitted by Avelino Gutiérrez Grande, Juan Francisco Blasco Hurtado, Cristina Martínez Orts, Mª del Carmen Marina Sanz, Sergey Stanchev Stanev, and Lorenzo Carpintero Gómez-Calcerrada, as well as that of Álvaro Hermoso Hernández, which was admitted ex officio.

Instead, it dismissed those of Tamara Gil García, Marta Gema Esponera Perelló, RJB Moving S.L., Casa Juana y Lucio S.L., Asociación Cultural El Vínculo de Bustares, JV Power S.L.U., Guadelec Electricidad S.L., Juan Carlos Álvaro Díaz, and Javier Villanueva Plaza, mostly for having their tax domicile or main establishment in municipalities with more than 5,000 inhabitants.

Rectifications, withdrawals, and exclusions

The agreement also rectifies material errors in the NIF and the names of several beneficiaries, including Miguel Ángel Fernández López, Álvaro Hermoso Hernández, Cosmina Aurelia Catana, Guadasonido S.L.U., Efrén Bosch Gómez, and Mario de Lucas Magán. Likewise, it accepts the withdrawal of five applicants and definitively dismisses 31 applications for failure to comply with the regulatory bases, to which 57 denials due to lack of credit are added.

The resolution ends the administrative process, and an optional appeal for reversal may be filed within one month before the same body, or a contentious-administrative appeal may be pursued. The distribution mobilizes almost all of the credit planned to finance investments in the productive fabric of the smallest municipalities in the province of Guadalajara.
