The Provincial Council of Guadalajara approves an extraordinary credit of 31/2026

The Plenary of the Provincial Council of Guadalajara initially approved credit modification file no. 31/2026 to the current 2026 General Budget, in the form of an extraordinary credit and financed by the treasury surplus for general expenses. The agreement is published in the Official Gazette of the Province of Guadalajara (BOP) no. 183, dated September 25, 2026, and opens a period of fifteen business days to submit claims. The initial approval corresponds to the ordinary session of the Plenary held on September 24, 2026.

The announcement is signed by the Intervention Service of the Provincial Council of Guadalajara, the body where the file is available for public inspection. The publication is based on Article 169.1, by referral from Article 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. If no allegations have been submitted after this period, the agreement will be considered definitively approved, without the need for a new plenary pronouncement.

Background: the surplus already financed three million in August

The formula is not new in the provincial accounts for this fiscal year. BOP No. 162, dated August 25, 2026, published the final approval of file No. 28/2026, which automatically became final as no objections were registered, with a breakdown of 3,000,000 euros charged to the treasury surplus for general expenses.

That file, agreed upon in the Plenary session of July 30, 2026, allocated 1,000,000 euros to credit supplements and 2,000,000 to extraordinary credit, with items such as investments in municipalities affected by fires, road maintenance, and the repair of paths damaged by the 2026 fires. Previously, BOP No. 155, dated August 14, 2026, had reported the final approval of file No. 21/2026, with 4,270,365 euros in supplements and 140,000 euros in extraordinary credits.

Impact on provincial accounts

Operation 31/2026 directly affects the 2026 General Budget of the Provincial Council of Guadalajara, which thus adds a new modification financed by the accumulated surplus. The use of these savings allows for the funding of expenses without resorting to new debt, although it reduces the cushion available for unforeseen events for the remainder of the fiscal year.
