The Provincial Council of Cuenca announces 116,000 euros in sports grants for municipalities

The Provincial Council of Cuenca has announced 116,000 euros in grants for physical-sports programs and activities for local entities in the province. The call was approved by a resolution of the President of the Council on September 11, 2026, and was published in the Official Gazette of the Province of Cuenca no. 107, dated September 16, 2026, under announcement no. 2172 and reference BDNS 929449. Interested city councils have 15 business days to submit their applications.

The call is issued under the General Regulatory Ordinance for the Granting of Subsidies (OGRS) of the Council, approved by agreement of the Plenary on October 24, 2012 (BOP 12/19/2012) and modified in 2013 and 2023, and is part of the Strategic Grant Plan 2024-2026, approved by Decree 244 of February 5, 2024, and updated for 2026 by Decree 254 of January 27, 2026. The regulatory bases were approved by Decree No. 7093 of September 11, 2026. Competence corresponds to the Council in accordance with article 34.1 o) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The announcement is signed by Abel Fresneda López, Councilor for Sports, Youth, and Informatics, by delegation of signature according to Decree No. 4779 of July 10, 2024.

Recipients and eligible activities

Municipalities in the province of Cuenca with a population exceeding 1,800 inhabitants may be beneficiaries, according to the official figures of the last municipal census review declared by Royal Decree and published by the INE corresponding to 2025. Municipalities that fall under any of the prohibitions of article 13 of Law 38/2003, of November 17, General Law on Subsidies, or those with overdue justifications for grants from the Council, are excluded.

The call is aimed at four types of programs:

  • Municipal sports schools for initiation and improvement, with a qualified instructor and a duration parallel to the school calendar.
  • Physical maintenance for adults, with activities such as aerobics, spinning, crossfit, pilates, zumba, or yoga.
  • Activities for specific groups: seniors, people with disabilities, gerontogymnastics, workshops, or marches.
  • Singular activities, of short duration and generally for a single day, such as competitions or summer championships.

Excluded from the aid are events from the Council’s Sports Circuits, those from the Provincial Competition of Traditional Games and Sports, activities carried out outside the province of Cuenca, grants to third parties, and activities already subsidized by the Council for sports entities.

Amount, deadlines, and processing

The maximum budget for the call is 116,000 euros, charged to budget application 308 341 4620004 of the 2026 Expenditure Budget. The grants will finance programs developed between October 1, 2025, and September 30, 2026, and the justification must be submitted by November 30, 2026, at the latest.

  • Application period: 15 business days from the day following the publication of the summary in the BOP via the BDNS.
  • Submission: electronic, through the electronic office of the Provincial Council, using the procedure “Application for the Call for Grants for Local Entity Sports Programs 2026”.
  • Mandatory documentation: report for each program, certificate from the entity’s secretary detailing expenses and income, and, where applicable, complementary documentation.
  • Allegations: ten business days after the publication of the provisional resolution proposal.
  • Maximum period to resolve and publish: six months from the publication of the call, with negative administrative silence.

Evaluation and Control Criteria

The procedure is processed under a competitive bidding regime and the maximum score is 100 points: up to 50 for the certified executed expenses, calculated proportionally to the largest budget, and up to 50 for the sports project. In this second block, each sports school group, physical maintenance, or specific group contributes between 0.5 and 5 points, while each singular activity contributes between 0.5 and 10 points.

The instruction corresponds to the Head of the Sports Service and the organization to the Monitoring and Evaluation Commission, chaired by the deputy for the Sports and Youth Area. The grants are compatible with other aid from administrations other than the Provincial Council, provided that the total does not exceed the actual cost of the activity. Beneficiaries must acknowledge the collaboration of the Provincial Council with its logo on all documentation and advertising.

The call is limited to municipalities with more than 1,800 inhabitants because the Provincial Council has published a specific call for those with a lower population, through its Budgetary Management and Grants Unit.

The measure directly affects the larger municipal councils of Cuenca and, through them, the clubs, instructors, and users of municipal sports schools and programs. With the application window open for only 15 business days, the councils must process their applications electronically quickly so as not to lose funding that supports a large part of the organized physical activity in the province.
