The Provincial Council of Ciudad Real subsidizes the secretariats of grouped municipalities
Por FactBox Admin

The Provincial Council of Ciudad Real has announced grants for the grouped maintenance of the Secretary-Intervention position in the municipalities and EATIM (Minor Local Entities) of the province for the 2026 fiscal year. The agreement was adopted by the provincial Governing Board in the session of October 27, 2026, and its summary is published in the Official Gazette of the Province of Ciudad Real number 210, dated October 30, 2026 (announcement number 3500, pages 10203-10204). The call is identified in the National Grants Database with the code BDNS 938739.
The publication is carried out under articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, which requires the publication of the summary of the calls through the BDNS. The full text, along with its annexes, can be consulted in the National Grant Publicity System, at the link associated with identifier 938739.
A shared position for small town councils
The purpose of the call is the granting of aid for the financing of the Secretary-Intervention position in municipalities that group together during the 2026 fiscal year, as well as those that were already grouped previously and maintain that situation as of the date of the call. This formula allows small town councils, which cannot afford a position reserved for national qualification officials on their own, to share the service and split the cost.
The following may apply for the aid:
- Municipalities of the province of Ciudad Real.
- EATIM (Minor Local Entities) of the provincial territory.
- In both cases, provided they apply in accordance with the content of the call and the Regulatory Regulation of the Municipal Economic Assistance and Cooperation Plan.
Legal basis and amount: up to 75% of the base salary
The regulatory bases are those of the Regulation of the Municipal Economic Assistance and Cooperation Plan, approved by the Plenary of the Provincial Council in the session of April 29, 2022, and published in the Official Gazette of the Province number 121, dated June 24, 2022.
The award criterion sets the maximum grant that each municipality or EATIM can obtain based on what is satisfied:
- 75% of the base salary paid by each entity for the Secretary-Intervention position will be financed.
- The total joint amount may not exceed, for the 2026 fiscal year, the equivalent of 75% of the base salary of subgroup A1.
- If the official holding the position belongs to subgroup A2, the grant will be adjusted to 75% of the base salary corresponding to that subgroup.
Twelve days to submit the application electronically
The deadline for submitting applications ends on November 11, 2026. Applications resulting from this call and any other relevant procedures must be carried out exclusively electronically, through the electronic office of the Provincial Council of Ciudad Real.
The announcement is signed by the Head of Section of the Official Provincial Gazette, Juan Luis Cuadros Campo, dated October 29, 2026.
The call comes in a context of pressure on the local treasuries of the smallest municipalities, where the cost of a national qualification position can absorb a significant part of the current budget. For the smaller population entities in the province, the Provincial Council’s aid line represents the practical way to maintain public faith and economic-financial control without giving up the grouping of the service, and the calendar is tight: barely twelve days separate the publication from the closing of the deadline on November 11.
