The Provincial Council of Ciudad Real repeals the ordinance of its General Registry

Por FactBox Admin

La Diputación de Ciudad Real deroga la ordenanza de su Registro General

The Plenary of the Provincial Council of Ciudad Real has initially approved the repeal of the ordinance regulating the operation of its General Registry, the Registry Section for Bidders’ Proposals, and the creation and regulation of the Electronic Auxiliary Registry. The agreement was adopted in an extraordinary session held on September 30, 2026 (particular no. 15) and is published in the Official Gazette of the Province of Ciudad Real, number 199, of October 15, 2026, via announcement number 3323 (document 7820964).

The measure affects a regulation in force since 2009: the repealed ordinance was published in the BOP no. 29, of March 9, 2009, and regulated both the entry and exit registry of the corporation’s documents and the specific registry in which bidders register their proposals to contract with the Provincial Council. The announcement is signed by the institution’s Registry, Information, and Heritage Service.

The approval is initial, not final. The announcement is made public for the purposes of the provisions of Article 49 of Law 7/1985, of April 2, regulating the bases of the Local Regime, and concordant regulations, which require local ordinances and regulations to be submitted for public information before their final approval.

The complete file will be displayed at the offices of the corporation’s General Secretariat and its Heritage Service, where interested parties may examine it.

Thirty business days for claims

The public exhibition period is thirty business days starting from the day following the publication of the announcement in the Official Gazette of the Province. During this period, interested parties may:

  • Examine the file at the General Secretariat and the Heritage Service.
  • Submit any claims and suggestions they deem appropriate.

Once the period has elapsed, the Corporate Plenary will resolve the suggestions and claims formulated and adopt the appropriate final agreement.

Effects for bidders

The repeal extends to the registry section in which companies register their proposals to participate in the Provincial Council’s contracts, a procedure that until now conditioned their access to provincial tenders. The disappearance of this section requires bidders to remain attentive to the final agreement, which will determine the applicable regime from that point forward.

The announcement was signed in Ciudad Real, on October 1, 2026, by the president, Miguel Ángel Valverde Menchero, and the general secretary, Luis Jesús de Juan Casero. The electronic publication was signed by the head of the BOP section, Juan Luis Cuadros Campo, on October 14, 2026.

The repeal of this ordinance represents a relevant change in the administrative processing of the Provincial Council of Ciudad Real and, in particular, for the companies that contract with the institution: the register of bidders ceases to have its own regulatory coverage once the initial agreement becomes final, therefore interested parties have approximately one and a half months to file objections before the Plenary closes the file.
