The Provincial Council of Castellón distributes 12.1 million for municipal sports facilities

The Provincial Council of Castellón has approved the guidelines and the distribution of funds for the EXTRAORDINARY PLAN + SPORT 2026-2027, endowed with 12,110,000 euros for investments in sports facilities for the city councils and the minor local entity of the province. The agreement is published in the Official Gazette of the Province of Castellón number 115, dated September 24, 2026, with reference 04178-2026-U and file number 5966/2026. Applications must be submitted within ten days starting from the day following the publication of the call summary in the BOP.

The Plenary of the Council of Castellón, in an ordinary session held on September 22, 2026, approved the specification of the guidelines, the call and its budget, as well as the distribution of amounts and the pre-allocation of quantities for each beneficiary. The announcement, signed by the delegated deputy Héctor Folgado Miravet on September 23, warns that this publication precedes that of the call and “does not open the application period.”

The initiative is based on article 36.2.a) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and article 13 of Law 27/2013, of December 27, on the rationalization and sustainability of Local Administration, and is part of the Strategic Grant Plan 2026-2028. The Council justifies the extraordinary nature of the plan based on Royal Decree-Law 13/2026, of June 2, published in the BOE on June 3, and emphasizes that it is a “one-off program with no intention of continuity.”

A distribution by population brackets

All city councils and the minor local entity of the province may benefit. The sole objective distribution criterion is the number of inhabitants, using as a reference the figures from Royal Decree 1117/2025, of December 3, referring to the municipal census as of January 1, 2025.

• Municipalities of 0 to 249 inhabitants: 30,000 euros.
• From 250 to 499 inhabitants: 50,000 euros.
• From 500 to 2,999 inhabitants: 100,000 euros.
• More than 3,000 inhabitants: 200,000 euros.
• El Ballestar, minor local entity: 30,000 euros.

The distribution covers 135 city councils and the minor local entity, with Castellón de la Plana (183,711 inhabitants), Vila-real (53,623), Borriana (37,915), la Vila d’Uixó (32,242), Vinaròs (30,529), and Benicarló (30,296) in the upper bracket. Each beneficiary may request a single investment, construction, or supply action.

Deadlines, applications, and execution

The total maximum amount of the call amounts to 12,110,000 euros, of which 10,293,500 are available in the 2026 financial year (10,268,000 for city councils and 25,500 for the minor local entity). The remaining 1,816,500 euros are subject to the credit that is enabled in the 2027 budget.

• Submission: electronic, through the Provincial Council’s headquarters (dipcas.sedelectronica.es), using the form “Solicitud Pla Extraordinari + Esport 2026-2027”.
• Documentation: annexes I-1 (works) or I-2 (supply), certificate of the agreement from the competent body, responsible declarations (annexes III and IV), and certificate of land availability (annex V).
• Awarding: no later than May 31 of the second year.
• Justification: no later than October 29 of the final year of the biennium, with no possibility of extension except for specific exceptions.
• Payment: an 85% advance after the grant is awarded and the remaining 15% after justification.

Only investment expenses attributable to chapter 6, with a useful life of more than one year and a unit amount of no less than 150 euros, are subsidized. Ordinary maintenance, consumable sports equipment, personnel, current expenses, and taxes are excluded.

Compatibility and control

The grants are compatible with other subsidies for the same purpose, provided they do not exceed the cost of the activity, and expressly with the Provincial Plan for Works and Services CASTELLÓ IMPULSA 2026-2027, which requires a plenary agreement and the modification of the work within that plan; supplies are exempt from this compatibility.

The Municipal Cooperation Service will act as the instructing body, and a valuation commission, chaired by the delegated deputy for Planning, will report on the proposals before the provisional and final approval by the Plenary. Failure to comply with the awarding deadlines may lead to the loss of up to 100% of the grant, and any waiver must be communicated before August 30, 2027.

The call reaches the 135 municipalities and the minor local entity of the province at a time of pressure on municipal investments, and positions sport as an axis of territorial cohesion: the Provincial Council links these works to equal opportunities between rural areas and large centers, the energy efficiency of municipal buildings, and the revitalization of local economies. Interested city councils have ten days from the publication of the summary to formalize their application.
