The Provincial Council of Castellón sets the Castelló Impulsa Plan at 32.5 million

The Provincial Council of Castellón has set the final amount of the CASTELLÓ IMPULSA Provincial Works and Services Plan for the 2026-2027 fiscal years at 32,498,628.23 euros. The Presidency Decree no. 2026-3584, dated September 16, 2026, published in the Official Gazette of the Province of Castellón no. 113 on September 19, 2026 (reference 04106-2026-U), specifies the distribution among budget applications and annual installments. The text is signed in Castellón de la Plana by the delegated deputy Héctor Folgado Miravet.

The publication is based on article 58.5 of Royal Decree 887/2006, which approves the Regulations of Law 38/2003, General Law on Subsidies, and closes the process opened by the plan’s regulatory ordinance. The Plenary of the Provincial Council of Castellón initially approved that ordinance on June 30, 2026; it was published in the Official Gazette of the Province no. 79 on July 2, 2026 and, as no claims were filed, it was definitively approved in the Official Gazette of the Province no. 100 on August 20, 2026 (reference 03749-2026-U).

The call started from an estimated allocation of 32,499,787.83 euros, with a provisional distribution among applications that the ordinance itself described as an estimate. That initial distribution allocated 30,921,540.00 euros to city councils, 1,440,747.83 euros to associations of municipalities (mancomunidades), and 137,500.00 euros to the minor local entity. The final publication now adjusts those figures.

The final distribution, application by application

• 92005/7620000 (to city councils): 23,728,442.85 euros in 2026 and 4,187,373.00 euros in 2027.
• 92005/7630000 (to associations of municipalities): 610,042.86 euros in 2026 and 107,654.67 euros in 2027.
• 92005/7680000 (to minor local entities): 116,875.00 euros in 2026 and 20,625.00 euros in 2027.
• Total: 26,421,235.02 euros in the 2026 installment and 6,077,393.21 euros in 2027.

Less money than expected and destination of funds

The final amount is 1,159.60 euros lower than the initial estimate. By type of beneficiary, city councils concentrate 30,920,380.43 euros, associations of municipalities 1,440,747.80 euros, and the minor local entity 137,500.00 euros. Most of the expenditure is executed in 2026, with 26.42 million, compared to the 6.08 million planned for 2027.

The distribution among entities is calculated using objective criteria: number of inhabitants, the area of the municipal district, and the number of population centers or hamlets with a population other than zero. City councils and the minor local entity must allocate at least 60% of the maximum subsidizable amount of each annual installment to works, while current expenditure cannot exceed 40%. The works and supplies included in the plan must be fully justified, by October 29th at the latest, of the final year of the biennium.

Deadlines and appeals process

Against the decree, which exhausts the administrative route, an optional appeal for reversal (recurso potestativo de reposición) may be filed before the body that issued it within one month from the day following its publication. It is also possible to proceed directly to a contentious-administrative appeal before the Contentious-Administrative Courts of Castellón within two months, in accordance with articles 123 and 124 of Law 39/2015 and articles 8, 25, and 46 of Law 29/1998.

The plan is the greatest financial effort made by the Provincial Council to cooperate with the municipalities of the province, where only 9 of the 135 municipalities exceed 20,000 inhabitants. The funds reach city councils, associations of municipalities (mancomunidades), and the minor local entity El Ballestar, and finance infrastructure, mandatory municipal public services, and supplies, with the execution of the works delegated to the beneficiary entities themselves.
