La Diputación de Castellón abre el plazo del Pla Extraordinari + Esport 2026-2027

The Provincial Council of Castellón has opened the application period for the Extraordinary Plan + Sport 2026-2027, endowed with 12,110,000 euros for municipal sports works and equipment. The summary of the call, approved by the provincial Plenary on September 22, 2026, is published in the Official Gazette of the Province of Castellón no. 117, dated September 29, 2026 (reference 04225-2026-U; BDNS 931762). The 135 municipalities of the province and the Minor Local Entity of El Ballestar may apply.

The plenary agreement gave the green light to the specification of the bases, the call, and its budget, the full text of which was previously published in BOP no. 115, dated September 24, 2026 (reference 04178-2026-U, file 5966/2026). The plan is based on article 36.2.a) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and on Royal Decree-Law 13/2026, of June 2, on the flexibility of the financial framework of local entities; the Council defines it as extraordinary, one-off, and without a vocation for continuity. It is part of the Strategic Grant Plan 2026-2028, whose consolidated text was published in BOP no. 116, dated September 26, 2026.

Amount and distribution by inhabitants

The total allocation amounts to 12,110,000 euros, with 10,293,500 euros available in 2026 and 1,816,500 euros in 2027, the latter conditional on the credit enabled by the budget of the next financial year.

  • 2026 Financial Year: 10,268,000 euros for municipalities and 25,500 euros for the Minor Local Entity.
  • 2027 Financial Year: 1,812,000 euros for municipalities and 4,500 euros for the Minor Local Entity.

The sole distribution criterion is the number of inhabitants, according to the census as of January 1, 2025, established by Royal Decree 1117/2025, of December 3:

  • Up to 249 inhabitants: 30,000 euros.
  • From 250 to 499 inhabitants: 50,000 euros.
  • From 500 to 2,999 inhabitants: 100,000 euros.
  • More than 3,000 inhabitants: 200,000 euros.
  • Minor Local Entity of El Ballestar: 30,000 euros.

What can be requested

Each beneficiary may request a single investment, construction, or supply action, destined for municipal sports infrastructure and equipment.

  • Works: with a project subject to supervision in accordance with Law 9/2017, of November 8, on Public Sector Contracts; mere maintenance works are excluded.
  • Supplies: with a detailed technical report that matches the justification invoices.
  • Ordinary maintenance, consumable sports equipment, personnel, current expenses, and taxes are excluded.

The grants are compatible with the Provincial Plan for Works and Services CASTELLÓ IMPULSA 2026-2027, except in the case of supplies, and this compatibility requires a change of work in said plan.

Deadlines and processing

The application period ends at 23:59 hours on the day ten business days have elapsed since the day following the publication of the summary in the BOP. Submission is electronic, via the Electronic Office of the Provincial Council, accompanied by annexes I-1 (works), I-2 (supply), III, and IV.

  • Justification: no later than October 29 of the final year of the biennium, without extension except for specified exceptions.
  • Waiver of the grant: until August 30, 2027.

The instructing body is the Municipal Cooperation Service, and the Valuation Commission is chaired by the delegated deputy for Planning and includes a technician and the head of the Cooperation Service. Payment is structured with an advance of 85% of the grant and the remaining 15% after justification. The announcement is signed by the delegated deputy for Cooperation, Héctor Folgado Miravet.

The plan mobilizes more than twelve million euros over two fiscal years and reaches all municipalities in the province, with a special impact on rural areas: the 46 villages with fewer than 250 inhabitants and the 18 localities between 250 and 499 receive allocations of 30,000 and 50,000 euros, respectively. For the smallest town councils, this call is one of the main funding channels for sports facilities of the biennium.
