The Provincial Council of Córdoba announces 559,249 euros in PFEA 2026 grants

The Plenary of the Provincial Council of Córdoba, in an ordinary session held on September 23, 2026, approved the regulatory bases and the call for grants intended to finance the acquisition costs of materials for works and services projects related to the 2026 Agricultural Employment Promotion Program (PFEA). The announcement is published in the Official Gazette of the Province of Córdoba number 186, dated September 25, 2026, with the official reference BOP-A-2026-3242, and is addressed to the local entities of the province that did not submit an application in the previous call of the current fiscal year.

A second call for municipalities that were left out

The first bases of this fiscal year were approved by the Plenary on June 17, 2026, and published in the Official Gazette of the Province number 117, dated June 19, 2026, with an application period between June 22 and July 17 and a correction period from July 27 to August 7, 2026. That call had a total budget of 13,615,625.36 euros, of which 3,403,906.34 euros (25%) corresponded to the Provincial Council and 10,211,719.02 euros (75%) to the Regional Government of Andalusia.

Once the process was closed, the requested grants amounted to 12,932,991.56 euros, which left available retained credit. The new text is processed under a non-competitive concurrence regime, therefore it does not establish evaluation criteria or an order of priority among applications and, according to the announcement itself, does not impair the rights of the entities that did participate in the first call.

559,248.93 euros and 45% of the SEPE labor force

The maximum amount to be subsidized for each local entity will be the result of applying 45% of the labor contribution from the State Public Employment Service (SEPE) destined for salary costs and employer contributions. The planned distribution is as follows:

• Regional Government of Andalusia: 419,436.70 euros (75%).
• Provincial Council of Córdoba: 139,812.23 euros (25%).
• Total amount for materials: 559,248.93 euros.

The funding is charged to budget item 310.1512.76204, titled “Grant for City Councils Materials Works PROFEA”. The Regional Monitoring Commission has estimated the PFEA 2026 funds in the province of Córdoba at 30,256,945.25 euros, in accordance with Royal Decree 939/1997, of June 20. For each project, the limit is 45% of the SEPE contribution for works and 10% for services, and construction signage, machinery, utensils, and transport elements may also be financed up to a maximum of 3% of the subsidizable amount.

Ten business days and exclusively electronic processing

The application period begins the day after publication in the Official Provincial Gazette and ends ten business days later. Requests, electronically signed by the legal representative of the entity, are addressed to the president of the Provincial Council and must be submitted exclusively through the Electronic Registry and the provincial electronic office (www.dipucordoba.es/tramites), using an electronic ID (DNI) or a recognized digital certificate.

The instructing body is the Municipal Works and Services Planning Service, which relies on the Architecture and Urban Planning Service for technical reports, and the resolution is the responsibility of the Presidency of the Provincial Council. The required documentation includes a copy of the annex submitted to the SEPE, the technical project, certification of the agreement from the competent municipal body, and the urban viability report.

Four advance payments and 10% repayments

Payment is made in four advance installments without prior justification: the first, 25% of the total amount—equivalent to 100% of the Provincial Council’s contribution—upon the signing of the granting decree; the second, 60% of the amount granted by the Regional Government of Andalusia; and the remaining 40% in two payments during the first semester of the second year, in March and June. Justification is submitted via a certificate from the local Comptroller’s Office, including the number of contracts and workdays broken down by gender.

Failure to comply with the dissemination and publicity measures, or the obligation to communicate contracting and workday data, entails the repayment of 10% of the granted subsidy. The subsidies will be reported to the National Subsidy Database.

The call for applications comes as the credit from the first round remained partially unexecuted, meaning that municipalities that did not apply in time now have a second opportunity to finance the materials for their works. The program supports the income supplement and employment of temporary agricultural workers, therefore its execution directly impacts the economy of the rural municipalities of the province of Córdoba.
