The Provincial Council of Cádiz adheres to the State's digital administration.

The Provincial Council of Cádiz has adhered to the agreement for the mutual provision of basic digital administration solutions signed between the State Agency for Digital Administration, the Ministry for Digital Transformation and the Civil Service and the Autonomous Community of Andalusia. The agreement was adopted by Presidency Decree SECRE-00087-2026, of 10 July 2026, and its act of accession is published as an edict in the Official Bulletin of the Province of Cádiz No. 156, of 14 August 2026, page 16.

The agreement to which the provincial institution is joining was signed on 25 September 2025 and was approved by Resolution of 1 October 2025 of the Secretariat of State for the Civil Service, which published it in the Official State Gazette No. 242, of 8 October 2025. Its purpose is the mutual provision of basic digital administration solutions between the General State Administration and the Andalusian administration, whose technical and functional specifications are set out in Annex I of the text.

The publication in the provincial bulletin responds to the provisions of Article 11 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector. According to the edict, processed by the General Secretariat of the Presidency Area, the formalisation of the accession was carried out, in accordance with the text of the agreement itself, by completing its Annex II.

A Presidency decree signed by the president

The edict recalls that the accession was agreed by Presidency Decree SECRE-00087-2026, of 10 July 2026. The act of accession is signed by the president of the Provincial Council, Almudena Martínez del Junco, appointed by a Plenary agreement at the constitutive session of the corporation, held on 12 July 2023, with powers to sign agreements in accordance with Article 34.1.b) of Law 7/1985, of 2 April, Regulating the Bases of Local Government; the general secretary, Marta Álvarez Requejo Pérez, also signs.

What accession means for the province

In the act, the Provincial Council, as a subject of paragraphs a), b), d) and e) of point two of the first clause of the agreement, expresses its will to accede and unconditionally accepts all of its clauses. Among the commitments, the following stand out:

  • To adhere to any of the basic digital administration solutions covered by the agreement, whose specifications are set out in its Annex I.
  • To delegate to the Autonomous Community of Andalusia its participation in the Monitoring Committee provided for in clause eight, accepting the decisions adopted within it.
  • To assume that the adhesion will take effect from the registration of the act in the State Electronic Register of Bodies and Cooperation Instruments of the state public sector and will last for the duration of the agreement.

A step towards more digital procedures

The incorporation of the Provincial Council of Cádiz into this framework of inter-administrative cooperation allows the provincial institution to share the basic digital administration solutions already deployed by the State and the Regional Government of Andalusia, advancing in the digitalization of provincial procedures and services. For citizens, the agreement translates into more agile and accessible procedures, without the need to reinvent infrastructures that already work at state and regional level, while publication in the official bulletin gives the commitment publicity and legal certainty.
