The Provincial Council of Cádiz distributes 99,085 euros in historical memory grants

The Provincial Council of Cádiz has approved the final resolution of the public call for grants, on a competitive basis, for non-profit entities to carry out Historical and Democratic Memory projects in the province for the year 2026. The call concludes with 11 beneficiary entities and a total granted amount of 99,085.68 euros, out of the 100,000.00 euros allocated. The agreement is formalized in decree MEMOR-00042-2026, dated July 31, 2026, issued by the second vice-president and delegated deputy for Ecological Transition and Citizen Development, Francisco Javier Vidal Pérez, and is published in the Official Gazette of the Province of Cádiz no. 181, dated September 18, 2026 (reference No. 306.192).

The call was approved by decree MEMOR-00018-2026, dated March 27, 2026, and published in the BOP of Cádiz no. 74, dated April 21, 2026. The expenditure authorization was structured through decrees MEMOR-00019-2026 and MEMOR-00020-2026, both dated April 6, 2026, which established a total credit of 100,000.00 euros charged to budget application 30/334B/48000 and a maximum grantable amount of 10,000.00 euros per project and entity.

The processing was completed with decree MEMOR-00028-2026, dated June 5, 2026, which published the list of entities that met the requirements, those that had to rectify errors, and those excluded. The Evaluation Commission met on June 25, 2026, and signed its minutes on July 7; on July 8, a report was issued regarding compliance with Article 13 of the General Grants Law 38/2003, of November 17. Decree MEMOR-00034-2026, dated July 10, approved the provisional resolution, published on July 13, with a 10-day period for appeals.

Eleven beneficiary entities and their projects

Annex II of the resolution details the entities receiving funding, ordered by score:

• Ubrique History Papers Assoc. (G11044286): 6,265.50 euros, 91 points.
• Tiles Association of Persons with Disabilities (G11933736): 10,000.00 euros, 90 points.
• Blue Triangle Assoc. Stolpersteine of Andalusia (G05417217): 10,000.00 euros, 87 points.
• Assoc. for the Recovery and Dissemination of HCA Memory in Cádiz (G13985320): 10,000.00 euros, 87 points.
• Sanlúcar Forum for Democratic Memory Assoc. (G72222474): 9,700.00 euros, 85 points.
• Campo de Gibraltar Memory Forum Assoc. (G72113103): 10,000.00 euros, 84 points.
• House of Memory Assoc. (G02699841): 10,000.00 euros, 84 points.
• Assoc. for the Recovery of HCA Memory of Espera (G72994296): 10,000.00 euros, 80 points.
• Assoc. for the Recovery of Social and Political Democratic Memory of San Fernando (AMEDE) (G72307036): 9,520.00 euros, 78 points.
• El Puerto de Santa María Memory Forum Assoc. (G72006018): 3,600.18 euros, 78 points.
• SOS Stolen Babies Cádiz Association (G72191919): 10,000.00 euros, 78 points.

The projects range from the purging of municipal employees and public officials to the exhumation of remains at the Castle of Olvera, as well as documentaries, comics, educational guides, routes of victims of repression, and psychological support for mothers and relatives.

Twenty admitted projects against 100,000 euros of credit

Annex I contains the final approval of the evaluations of the admitted projects, ordered from highest to lowest score, in accordance with the minutes of the Evaluation Commission of July 29, 2026. The total sum of the 20 admitted projects amounts to 183,585.68 euros, well above the allocated credit of 100,000.00 euros, which explains why the funding was adjusted to the budget availability set out in stipulation 3 of the Regulatory Bases.

Scores range between 91 points for the highest-rated proposal and 48 for the last admitted project, calculated across 16 evaluation sections including the quality and solvency of the initiative, technical and economic feasibility, social impact and territorial scope, budget specificity, local and provincial impact, and communication plan. During the instruction phase, one application was excluded because the project did not correspond to the subject of historical and democratic memory, and three entities filed appeals against the provisional proposal: El Hatillo Cultural Assoc., Sherlock Holmes Literary Society Assoc., and Asbira Women’s Association.

Publication and effects of the resolution

The decree orders the publication of the final resolution on the Notice and Edicts Board of the Provincial Council of Cádiz website and in the Official Provincial Gazette, in accordance with point 11 of the Regulatory Bases. The proposed beneficiaries submitted the acceptance of the grant in a timely and proper manner, a prerequisite for the final award.

The resolution closes the procedure opened in March 2026 and distributes almost all of the available credit among memorialist associations throughout the province, from Ubrique and Espera to San Fernando, Sanlúcar, El Puerto de Santa María, and the Campo de Gibraltar. The distribution confirms the weight of local non-profit entities in the recovery of democratic memory and leaves nine admitted projects that did pass the scoring process without funding.
