Por FactBox Admin

The Plenary of the Provincial Council of Cáceres definitively approved the Provincial Agenda of Cáceres in its consolidated version, the strategic planning instrument that will guide provincial policies and the territorial development of the municipalities of Cáceres. The agreement was adopted in an ordinary session on September 24, 2026, and is published in the Official Gazette of the Province of Cáceres number 0197, dated October 14, 2026, with the official reference BOP-2026-4793.
From the 2022 Action Plan to the Provincial Agenda
The origin of the process dates back to Order TMA/957/2021, of September 7, which approved the regulatory bases and the call for grants for the development of pilot projects for Local Action Plans of the Spanish Urban Agenda, within the framework of the Recovery, Transformation and Resilience Plan. The Provincial Council of Cáceres was a beneficiary of that call with a grant of 250,000 euros, being one of the seven provincial councils selected at the national level.
On September 6, 2022, the Plenary unanimously approved the Action Plan “Province of Cáceres, the province you want,” with an investment of 302,500 euros (VAT included) for its elaboration. In 2024, the Provincial Agenda Technical Office was created, and in 2026, the document was reformulated as the Provincial Agenda, a more stable, transversal, and operational instrument.
The initial approval took place on April 30, 2026, and was published as announcement BOP-2026-2039. Subjected to public consultation for one month, no allegations, observations, or contributions were submitted.
Ten objectives and twenty-two strategic lines
The architecture of the Agenda is based on the ten strategic objectives of the Spanish Urban Agenda adapted to the provincial context and the competencies of the Provincial Council, and is organized into ten Provincial Objectives and twenty-two Strategic Lines. Each action is simultaneously linked to the Sustainable Development Goals, the Spanish Urban Agenda, and the provincial budget.
The approved provincial objectives are:
- PO1. Plan territorial actions in a sustainable manner.
- PO2. Energize the provincial model in the face of depopulation.
- PO3. Strengthen provincial resilience against climate change.
- PO4. Advance towards efficient and circular resource management.
- PO5. Favor connectivity and sustainable mobility in the province.
- PO6. Promote a province committed to gender equality, diversity, full citizenship, and international solidarity.
- PO7. Drive rural development and strengthen the local economy.
- PO8. Improve habitability conditions in the province.
- PO9. Digitally transform the province.
- PO10. Build a governance system that is flexible, simplified, and adapted to the needs of the territory.
The document is completed by Annex I – Methodological Framework, Annex II – Strategic Planning, and Annex III – Budgetary Alignment, which form an integral part of the approved Agenda.
Territorial Participation and Permanent Governance
The Provincial Council of Public Policies analyzed various provincial challenges in meetings held during 2024 and 2025; its Final Report was unanimously approved on April 25, 2025. Additionally, on June 15, 17, and 18, 2026, the I Participatory Public Policy Design Workshops “Cáceres, the province you want” were held, structured into five thematic tables:
- Territorial infrastructures.
- Demographic challenge and habitability.
- Climate change and circular economy.
- Economic development and digital transformation.
- Governance, cooperation, and equality.
The conclusions were systematized by the Provincial Agenda Technical Office in the Participation Process Report, whose contributions were incorporated into the consolidated version. The document also identifies four Functional Urban Areas: Northwest–Moraleja, Northeast–Jaraíz de la Vera, South–Arroyo de la Luz, and East–Navalmoral de la Mata.
Connection with the 2027 Budget
The Participation Process Report was forwarded to all Areas of the Provincial Council for consideration during the preparation of the 2027 Provincial Budget, reinforcing the link between strategic planning and economic programming. The agreement establishes the Agenda as a transversal reference framework and orders its periodic update in the operational elements.
The agreement, signed by the Third Vice President and delegated deputy of the Area of Development, Mobility, and Provincial Agenda, is final in administrative proceedings. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Courts of Cáceres within two months, or an optional appeal for reversal within one month. The document appears signed in Cáceres on September 28, 2026, by the secretary Álvaro Casas Avilés.
The Provincial Agenda turns strategic planning into the common axis of all policies of the Provincial Council and the municipalities of the province, with a portfolio of actions evaluable year by year and aligned with the Sustainable Development Goals. For the municipalities of Cáceres, it means having a stable and traceable framework to access provincial programs, investments, and services, and for the citizens, a commitment to public monitoring of results through the Agenda’s web environment.
