The agreement was adopted on August 13 by the Monitoring and Interpretation Commission of Employment Pools of the provincial institution.
Origin and basis of the pool
The employment pool was originally established by Presidential Resolution dated July 23, 2023, as a mechanism to meet the temporary needs of the Provincial Council in the field of technical drafting. The current activation allows for a pool of professionals who may be called upon to fill temporary positions in infrastructure and public works projects in the province of Cáceres.
The resolution was signed by José Álvaro Casas Avilés, in his capacity as Secretary of the Provincial Council of Cáceres, and has been published both on the institution’s employment portal and in the BOP, in accordance with the provisions of current administrative procedure regulations.

Appeals and deadlines regarding the resolution
The resolution is final in the administrative channel. Against it, an administrative contentious appeal may be filed before the Court of Administrative Contentious Proceedings of Cáceres within two months from its publication in the BOP. The filing of an optional appeal for reconsideration before the Presidency of the Provincial Council is also contemplated, within the month following the day after its publication, in accordance with articles 123 and 124 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
Impact on provincial temporary hiring
The activation of this pool responds to the need of the Provincial Council of Cáceres to have drafting professionals to handle infrastructure and public works projects in the province. The use of temporary work pools is a common tool for public administrations to manage staffing demand without the need for successive public calls, thereby speeding up hiring in response to circumstantial needs. With 15 professionals available, the provincial institution will have a broad operational margin to cover the different areas of action requiring technical support in drafting over the coming months.
