The Provincial Council of Cáceres opens the call for its Treasury position

The General Directorate of Local Administration has publicized the call and the rules for the filling, via the system of free appointment, of the Treasury position of the Provincial Council of Cáceres, reserved for civil servants with national qualification from the Audit-Treasury Sub-scale. The resolution, dated September 16, 2026, is published in the Official Gazette of Extremadura number 186, dated September 25, 2026, with the official reference 2026062391. The announcement appears in section II, Authorities and Personnel, within the heading for competitive examinations and contests.

The regulatory framework of the call

The resolution publicizes the call and the rules approved by the Provincial Council of Cáceres through a resolution of its President dated July 24, 2024, which are included as an annex. The procedure is supported by article 92.bis of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and by article 46 of Royal Decree 128/2018, of March 16, which regulates the legal regime of Local Administration civil servants with national qualification.

The text is signed by the Director General of Local Administration, Ana M.ª Cancho Bermejo, acting in use of the powers conferred by Decree 18/2026, of April 30, on the basic organic structure of the Administration of the Autonomous Community of Extremadura, and by Decree 105/2026, of May 26, on the organic structure of the Vice-Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies.

Position characteristics and requirements

The rules detail the conditions of the called position:

• Designation: Treasury of the Provincial Council of Cáceres.
• Destination supplement level: 30; position number (NP): 142.
• Specific supplement: 37,720.48 euros.
• Form of provision: free appointment (LD).
• Administration: local (AL); subgroup A1; national qualification scale (HN).
• Requirement: membership in the Audit-Treasury Sub-scale.

It shall be an indispensable requirement to be integrated into the scale of civil servants with national qualification, Audit-Treasury Sub-scale, Subgroup A-1, and not to fall into the situations provided for in paragraphs a), b) and c) of article 36.2 of Royal Decree 128/2018. The requirements must be met on the date on which the deadline for submitting applications ends.

Deadlines, appointment and merits

Applications shall be submitted within seven days starting from the day following the publication of the call announcement in the Official State Gazette, through the General Electronic Registry of the provincial corporation or via any of the channels specified in Article 16.4 of Law 39/2015. The published rules direct the applications to the Presidency of the Provincial Council of Badajoz.

The appointment corresponds to the Presidency of the Provincial Corporation, which shall resolve within a maximum period of one month from the end of the application period, based on criteria of equality, objectivity, merit, and capacity. The termination of previous duties must take place within three business days following the publication of the appointment in the Official State Gazette, and the assumption of office shall be within three business days if the destination is the same locality or one month if it is different. Due to service needs, the termination and assumption of office may be deferred for a maximum of three months. The appointed person may be dismissed at the discretion of the authority.

Among the merits to be evaluated, the rules highlight:

• Having held main positions in the Treasury Sub-scale within the last ten years in provincial councils, island councils, island boards, or entities with equivalent competencies.
• Having provided those services in the Autonomous Community of Extremadura, a valuable although not essential factor.
• Documentary accreditation of degrees, services rendered, professional experience, master’s degrees, and training courses related to the position.

Publicity, appeals, and impact

The call shall be sent to the Ministry for Digital Transformation and Civil Service within a maximum period of ten days, and that department shall arrange for the publication of the summary in the Official State Gazette. An optional appeal for reversal may be filed against the call and its rules before the Presidency of the Provincial Corporation within one month, or a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court within two months.

The position includes the treasury functions of the Autonomous Body for Tax Management and Collection, which collects the main taxes—IBI, IVTM, IAE, and fees—via executive proceedings for practically all municipalities in the province. For qualified local administration personnel, the call represents a mobility opportunity in a position of responsibility with functions reserved for the Audit-Treasury Sub-scale.
