The Provincial Council of Burgos grants 100,000 euros to 48 rural pharmacies

The Governing Board of the Provincial Council of Burgos has approved the resolution granting support subsidies to rural pharmacies in the province located in municipalities with a population of fewer than 1,000 inhabitants, 2026 call, with a total distribution of 100,000 euros among 48 pharmacy offices. The agreement was adopted in the session held on September 10, 2026, and is published in the Official Gazette of the Province of Burgos no. 183, of September 25, 2026 (reference BopBUr-2026-04003). The call is processed under a competitive bidding system and is fully funded by the Provincial Council of Burgos.

Two lines of aid and fixed amounts

File 2026/00019755J is being processed by the Training, Employment, and Local Development Service, which on July 13, 2026, formulated the proposal for the final resolution based on the certificate from the Official College of Pharmacists of Burgos regarding the offices recognized as VEC (Economically Compromised Viability) by the Regional Government of Castilla y León for 2026.

The seventh base of the call establishes two lines of subsidy:

• Preferential line for pharmacies with economically compromised viability (VEC), recognized according to Order SAN/339/2013, of May 9, modified by Order SAN/626/2023, of May 11, of the Ministry of Health of Castilla y León: 2,700 euros per applicant.
• Subsidiary line for pharmacy offices not declared as VEC: 1,900 euros per applicant.

The credit is issued against budget application 97/4390/47902/8.5 of the 2026 general budget of the Provincial Council of Burgos.

48 beneficiaries and one denied application

49 applications were received: 11 from the VEC line and 38 from the non-VEC line. One of them is denied for not having a tax address in any municipality of the province of Burgos at the time of the application, failing to comply with letter b) of the fourth base:

• María Sofía Maffei, pharmacy of Tórtoles de Esgueva.

The remaining 48 meet the requirements and are distributed as follows:

• 11 VEC pharmacies: 2,700 euros each, 29,700 euros in total.
• 37 non-VEC pharmacies: 1,900 euros each, 70,300 euros in total.

Among the beneficiaries of the VEC line are María del Mar Gómez Cabrera (Gumiel de Mercado), Encarnación Asenjo Martín (Regumiel de la Sierra), María Mercedes Ontiyuelo Parada (Quintanilla Vivar), and María Natividad Pérez Manrique (Frías). In the non-VEC line, offices from Covarrubias, Santo Domingo de Silos, Castrojeriz, Poza de la Sal, Arija, Villalmanzo, or Sasamón, among other locations, appear.

Rectification of a material error

The agreement modifies the one adopted by the Governing Board on August 13, 2026, published in the Official Provincial Gazette on September 1, 2026, after a material error was identified in the award resolution. The report of September 8, 2026, detected that the application from Lara Sancho Romo, pharmacy of San Mamés de Burgos, had not been considered, and is now incorporated as a beneficiary of the non-VEC line; the rectification is supported by article 109.2 of the LPACAP.

The file includes the audit report from the Comptroller’s Office, dated September 8, 2026, and the response from the Collection Service, certifying that none of the beneficiaries have outstanding obligations regarding the reimbursement of subsidies to the Provincial Council.

Publication and appeals

The agreement will be reported to the Information Commission for Trade, Consumption, and Rural Employment in its next session and must be published in the Official Provincial Gazette and in the National Subsidy Database. Against this resolution, which exhausts administrative remedies, the following may be filed:

• An optional appeal for reversal (recurso potestativo de reposición) before the Governing Board of the Provincial Council of Burgos, within one month from the day following its publication.
• A contentious-administrative appeal before the Contentious-Administrative Court of Burgos, within two months.

The agreement is signed on September 15, 2026, by the deputy general secretary, Ana Isabel Rilova Palacios.

The aid supports the viability of pharmaceutical services in the rural areas of Burgos: the 48 subsidized offices operate in municipalities with fewer than 1,000 inhabitants, where the pharmacy is often the only point of dispensing and basic healthcare. The VEC line further recognizes pharmacies whose economic continuity is compromised, such that the subsidy acts as an instrument to prevent closure and the subsequent loss of access to medications in the rural environment.
