The Provincial Council of Burgos approves 53.8 million in provincial plans for 2026-2027

The Plenary of the Provincial Council of Burgos initially approved the Provincial Cooperation Plan and the Fire Prevention Plan 2026-2027, along with their distribution among the municipalities of the province, for total amounts of 42,093,326 euros and 11,689,665 euros, respectively. The agreement appears in the summary of agreements from the ordinary session of June 26, 2026, published by the institution’s General Secretariat in the Official Gazette of the Province of Burgos no. 179, of September 21, 2026 (reference BOPBUR-2026-04002). This represents the largest injection of public works planned for city councils and smaller local entities in the Burgos territory for the next biennium.

The text is included in section III, Local Administration, under the heading “Provincial Plans, Roads and Works,” as item 15 of the agenda. The sum of both programs amounts to 53,782,991 euros and its processing corresponds to the Cooperation and Provincial Plans Service of the Provincial Council of Burgos, the area that manages investment grants destined for municipalities.

Initial approval in June and final approval in September

The plenary agreement now being published is the initial approval, adopted in the session of June 26, 2026. Final approval came later: the Plenary agreed upon it in its ordinary session of August 28, 2026, and the corresponding announcement was published in the Official Gazette of the Province of Burgos no. 166, of September 2, 2026 (reference BOPBUR-2026-03736), with the list of beneficiaries and grants annexed.

That announcement, signed by the secretary general, José Luis M.ª González de Miguel, opens the path for appeal against an agreement that ends the administrative process:

• Optional appeal for reversal before the Plenary of the Corporation, within a period of one month, in accordance with article 123 of Law 39/2015, of October 1.
• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Burgos, within a period of two months, according to Law 29/1998, of July 13, following the modification introduced by Organic Law 1/2025, of January 2.
• Both periods are counted from the day following the publication of the announcement.

Deregistrations and reimbursements of the 2024 and 2025 plans

The same plenary summary reports twelve decrees of deregistration and grant reimbursement corresponding to the Provincial Cooperation Plan of 2024 and 2025, which affect the following city councils:

• Monterrubio de la Demanda (decree no. 2026005901, of May 28, 2026).
• Palacios de Riopisuerga (decrees no. 2026005902, 2026005903 and 2026005904, of May 28, 2026).
• Salas de los Infantes (decrees no. 2026006048, 2026006049 and 2026006050, of June 2, 2026).
• Alfoz de Santa Gadea (decree no. 2026006051, of June 2, 2026).
• Melgar de Fernamental (decrees no. 2026006353 and 2026006354, of June 8, 2026).
• Valle de Oca (decree no. 2026006466, of June 9, 2026).
• Arenillas de Riopisuerga (decree no. 2026006467, of June 9, 2026).

Additionally, report is made of decree no. 2026005834, of May 26, 2026, regarding the partial approval of subsidy appeals for the 2024 and 2025 plans submitted by the City Council of Sotillo de la Ribera.

Plans are already being implemented in the municipalities

The distribution is beginning to translate into concrete files. The City Council of Arlanzón definitively approved its budget modification number 1/2026, with a credit transfer of 77,260 euros for the construction of a medical clinic charged to the PPC 2026-2027, according to the announcement published in the Official Gazette of the Province of Burgos no. 179, of September 21, 2026 (reference BOPBUR-2026-03900).

Along the same lines, the City Council of a Burgos municipality submitted for public review the valued report for the repair of the Valdeguerra road, work no. 1079/0, with a base tender budget of 12,332.22 euros, included in the Fire Prevention Plan for the 2026-2027 biennium (PIPEX) of the Provincial Council of Burgos, in accordance with the announcement in the Official Gazette of the Province of Burgos no. 165, of September 1, 2026 (reference BOPBUR-2026-03641).

The scope of both plans makes their distribution the economic reference of the mandate for the small and medium-sized municipalities of the province, which depend on these subsidies to pave streets, provide water supply, rehabilitate clinics, or open rural roads. The publication of the final list of beneficiaries and the opening of the appeal periods mark the starting point for city councils to tender and execute the works before the close of the biennium.
