The Provincial Council of Badajoz appoints a warehouse worker as a career civil servant

The Provincial Council of Badajoz has appointed María Yolanda Carrera Leal as a career civil servant in the position of Storekeeper, classified under the Special Administration scale, Special Services subscale, Special Assignments class, group C, subgroup C2. The appointment is formalized by decree of the President of the Provincial Council and published in the Official Gazette of the Province of Badajoz number 160, dated August 21, 2026, via Announcement 3320/2026.
The resolution, issued by the Functional Area of Public Employees, Occupational Health and Safety, concludes a public employment consolidation process initiated months prior. The interested party had been appointed as a civil servant in training by presidential decree on April 28, 2026, following the proposal of the Head of the Human Resources Administration Service on April 7, 2026.
A training period completed with aptitude
The training appointment extended over a period of three months, from May 1 to July 31, 2026, as a minimum seniority of one year of service in the convening entity was not credited. During that time, María Yolanda Carrera Leal provided services in the Functional Area of Infrastructure, Mobility and Territorial Planning, whose Directorate qualified the period as fit in accordance with the twelfth clause of the call.
The final proposal for appointment as a career civil servant originated from the Qualifying Tribunal on March 9, 2026. The decree is based on Article 20 of Decree 201/1995, of December 26, which approves the General Regulations for the Entry of Personnel into the Administration Service of the Autonomous Community of Extremadura, and on the thirteenth clause of the call.
Assumption of office and requirements
To acquire the status of a career civil servant, the interested party must fulfill two requirements:
- Perform the act of allegiance to the Constitution and the rest of the legal system.
- Assume office within a maximum period of thirty business days, counted from the day following the notification of the appointment.
Both procedures comply with Article 62.1 of Legislative Royal Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee. The Functional Area of Public Employees, Occupational Health and Safety is charged with the fulfillment of the resolution, which will notify the interested party and communicate the appointment to the Payroll Office and the Provincial Funds Audit Office.
Appeals and signature
Against the resolution, which exhausts the administrative route, the interested party may, optionally, file a request for reversal (recurso de reposición) before the Presidency of the Provincial Council within one month of its notification, or directly file a contentious-administrative appeal before the competent Contentious-Administrative Court, in accordance with Law 7/1985, of April 2, and articles 123 and 124 of Law 39/2015, of October 1. The decree is signed by the President of the Provincial Council and countersigned by the Chief Clerk of the Institution, Acting Secretary General, María Fernanda Rubio Cortés.
Consolidation of provincial public employment
This appointment illustrates the process of public employment consolidation within the provincial institution, which grants civil servant status to a person who had passed the selection and internship phases. Publication in the official bulletin guarantees the publicity and legal certainty of the act, and opens the path of administrative and judicial appeals provided for in the legal system to the interested party.
