La Diputación de Badajoz nombra funcionaria de carrera a Ana Espejo Morán

The President of the Provincial Council of Badajoz has issued a decree appointing Ana Espejo Morán as a career civil servant in the position of Environmental Education Medium Technician, subgroup A2, after successfully completing the internship period. The resolution is published in the Official Gazette of the Province of Badajoz No. 192, dated October 7, 2026, under Announcement 3910/2026, in the Local Administration section.

The appointment is formalized by decree of the Presidency of the provincial institution, at the proposal of the Functional Area of Public Employees, Occupational Health and Safety, and concludes the administrative process. The position is classified within the Special Administration scale, Special Services subscale, Special Assignments class, group A, subgroup A2, and corresponds to the open competition track.

From Internship to Civil Servant Status

The file began with the Presidency’s decree of June 8, 2026, which appointed Ana Espejo Morán as an intern in the same position, following the proposal of the Head of the Human Resources Administration Service on March 10, 2026. The internship period was set for three months, from July 1 to September 30, 2026, as it was certified that the candidate did not possess the minimum seniority of one year of services rendered to the convening entity.

The Directorate of the Functional Area of Environmental Sustainability, Energy and Green Territory, where she served during those three months, rated the period as “Fit,” in accordance with the twelfth clause of the call for applications. Based on this, and according to the thirteenth clause, her appointment as a career civil servant was proposed.

The decree invokes Article 20 of Decree 201/1995, of December 26, which approves the General Regulations for the Entry of Personnel into the Administration Service of the Autonomous Community of Extremadura, and the powers conferred by Article 61, paragraph 12, letter a), of the Regulations on the Organization, Operation and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

Deadlines and Procedures for Taking Office

The decree establishes the conditions that the new civil servant must meet to fully acquire her status:

  • Take the oath of allegiance to the Constitution and the rest of the legal system.
  • Take office in accordance with Article 62.1 of Royal Legislative Decree 5/2015, of October 30, which approves the consolidated text of the Law of the Basic Statute of the Public Employee.
  • Complete the taking of office within a maximum period of thirty business days, counted from the day following the notification of the appointment.

Compliance with the resolution is the responsibility of the Functional Area of Public Employees, Occupational Health and Safety, which must notify the interested party of the appointment, publish it in the Official Gazette of the Province, and communicate it to the Payroll Office and the Provincial Funds Audit Office.

Appeals against the resolution

Against the decree, which exhausts the administrative route, an optional appeal for reversal may be filed before the President of the Provincial Council of Badajoz within one month from the day following notification, or alternatively, a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court. The resolution is based on Article 52.1 of Law 7/1985, of April 2, regulating the Bases of Local Regime; Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; and Articles 8.1, 25.1, and 46.1 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The announcement is signed by the Chief Clerk of the Institution, Acting Secretary General, María Fernanda Rubio Cortés.

The appointment consolidates a technical position within the provincial staff and closes the selection process open for the general track, with direct effects on the organization of the sustainability area and on the provincial payroll. The official publication marks the start of the countdown for the new civil servant to formalize her definitive incorporation.
