The Provincial Council of Badajoz allocates 698,160 euros to accessibility in small municipalities

The Provincial Council of Badajoz has approved the regulatory bases and the call for the 2026 Provincial Accessibility Plan, endowed with 698,160.00 euros, to finance universal accessibility elements in municipalities with fewer than 20,000 inhabitants and smaller local entities in the province. The resolution is published in the Official Gazette of the Province of Badajoz number 180, dated September 21, 2026, via announcement 3661/2026, with an abstract in announcement 3666/2026 and registration in the National Grants Database with the identifier BDNS 930306.

Regulatory framework and issuing body

The call decree originates from the Functional Area of Infrastructure, Mobility, and Territorial Planning of the Provincial Council of Badajoz and is signed by the delegated deputy Abel González Ramiro, with the acknowledgment of the secretary general Enrique Pedrero Balas. The delegation proceeds from the Presidency’s resolution of October 29, 2025.

The call is supported by the eighth additional provision of Law 38/2003, of November 17, General Law on Subsidies, and by base 36 of the 2026 provincial budget execution, and is processed under a non-competitive concurrence regime, without a priority order among applications.

The accessibility framework is established by Royal Legislative Decree 1/2013, of November 29, Law 11/2014, of December 9, on universal accessibility of Extremadura, and Decree 135/2018, of August 1. The Plan is integrated into the 2026 Provincial Strategic Grant Plan and aligns with sustainable development goals 3 and 11 of the 2030 Agenda.

698,160 euros distributed by population brackets

The provincial contribution amounts to 698,160.00 euros, allocated across two budget applications:

• 13/4590/76202/1000: 642,080.00 euros.
• 13/4590/76802/1000: 56,080.00 euros.

The distribution is set by population brackets according to the 2025 municipal census of the National Statistics Institute:

• From 1 to 999 inhabitants: 3,720.00 euros.
• From 1,000 to 4,999 inhabitants: 4,000.00 euros.
• From 5,000 to 9,999 inhabitants: 5,000.00 euros.
• From 10,000 to 19,999 inhabitants: 6,000.00 euros.

Annex 1 lists 175 beneficiary entities. Among those with the highest allocation are Zafra (16,735 inhabitants, 6,000 euros), Montijo (15,198, 6,000 euros), Villafranca de los Barros (12,284, 6,000 euros), and Olivenza (11,789, 6,000 euros); at the opposite end, Carrascalejo (80 inhabitants) receives 3,720 euros.

Deadlines, eligible elements, and processing

The application submission period opens the day after the publication of the abstract and concludes on October 15, 2026, at 23:59 hours, using annex 2 and via the electronic office. Execution and payment must be carried out between January 1, 2026, and December 30, 2027, with the possibility of an extension until June 30, 2028.

The acquisition, installation, and commissioning of elements such as the following are eligible for subsidies:

• Urban signage in developed public spaces.
• Identification and orientation elements.
• Standardized pictograms, braille, high relief, QR codes, audio systems, directional signage, directories, and comprehensible maps.
• Easy-to-read elements in accordance with UNE 153101: 2018 EX.

The elements may be located in swimming pools, playgrounds, restrooms, centers, buildings, and other public spaces. Entities must request a suitability report from OTAEX, dependent on APAMEX, and, for cognitive accessibility actions, from OACEX, dependent on Plena Inclusión Extremadura.

The instruction corresponds to the Administrative Investment Management Section and the final resolution to the Presidency of the Provincial Council, within a maximum period of three months from the closing of applications, with negative administrative silence. Payment is made in advance, with subsequent justification within three months.

Impact

The Plan reaches the smallest municipalities in the province, which face the adaptation of their public spaces with limited resources. The funding allows for the acquisition and installation of physical, sensory, and cognitive accessibility elements at no cost to municipal coffers, and requires beneficiaries to maintain the purpose of the assets for five years if they are registerable in a public registry and two years in all other cases.
