The Provincial Council of Badajoz announces a job bank for Circular Economy

The Provincial Council of Badajoz has announced selective tests to establish a job bank for Intermediate Technician in Circular Economy, corresponding to group A, subgroup A2 of qualification. The call is published in the Official Gazette of the Province of Badajoz number 168, dated September 2, 2026, via announcement 3441/2026, and responds to urgent service needs.

The initiative originates from the Functional Area of Public Employees, Occupational Health and Safety of the Council, and is supported by Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, by Law 13/2015, of April 8, on the Public Function of Extremadura, and by the Regulations for the operation of the job banks of the Provincial Council of Badajoz and its autonomous bodies, published in the BOP on January 30, 2020.

Requirements and required qualifications

Applicants must meet the requirements on the closing date for the submission of applications and maintain them throughout the selection process and the appointment period. These include:

  • Holding Spanish nationality or meeting the requirements of Article 57 of the Basic Statute of the Public Employee for nationals of other States.
  • Possessing the functional capacity to perform the tasks, with reasonable adaptations and adjustments for people with disabilities.
  • Being at least sixteen years of age and not exceeding the maximum compulsory retirement age.
  • Not having been dismissed through disciplinary proceedings nor being disqualified from exercising public functions.
  • Holding the official university degree of Bachelor’s in Environmental Sciences, Bachelor’s in Forestry and Natural Environment Engineering, or a degree that qualifies for the regulated profession of Industrial Technical Engineering, or equivalent.

Fees and exemptions

Those wishing to participate must pay the examination fee, the amount of which varies according to the applicant’s situation:

  • General rate: €37.76.
  • Unemployed rate: €18.88.
  • 50% discount for large families of the general category (€18.88) and for people in a situation of unemployment.
  • Total exemption for large families of the special category and for victims of terrorism, their spouses or domestic partners, and children.

Payment shall be made via self-assessment by card through the electronic office of the Council, indicating the text “Bolsa de trabajo Técnico/a Medio/a Economía Circular” in the “detail” field.

A selection process by competitive examination

The call for applications will be resolved through a competitive examination process, with a maximum of 10 points. Admitted candidates must pass a theoretical multiple-choice test consisting of 100 questions, plus 10 reserve questions, with three alternative answers, to be completed in a maximum of 120 minutes. Each correct answer adds 0.1 points, each incorrect answer subtracts 0.05, and a minimum of 5 points is required to pass the test.

The syllabus, detailed in Annex I, covers 50 topics including Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, Directive (EU) 2024/1799 on the repair of goods, circular ecodesign, life cycle analysis, municipal recycling centers, and the PROMEDIO consortium. The order of appearance will begin with the letter “B”, in accordance with the resolution of June 29, 2026, from the State Secretariat for Civil Service.

Submission of Applications

The deadline for submitting the application will be 15 business days, counted from the day following the publication of the call in the BOP. Registration must be carried out through the corporate electronic office of the Provincial Council, for which a digital certificate is required; failure to submit the application or pay the fee will not be subject to correction.

The call represents a significant opportunity for graduates in the province interested in public employment linked to sustainability and the transition toward a circular economy model, a field undergoing full regulatory expansion and waste management growth in Extremadura.
