Por FactBox Admin

The president of the Provincial Council of Badajoz has issued a decree appointing four individuals who successfully completed their internship period as career civil servants in the category of General Administration Administrative Assistant, open entry, subgroup C1. The resolution is published in the Official Gazette of the Province of Badajoz number 205, corresponding to Monday, October 26, 2026, under the reference Announcement 4232/2026, within the Local Administration section.
The appointment occurs after the internship period was rated as fit by the area directorates where the candidates provided services for three months, in accordance with the twelfth clause of the call for applications. With this resolution, the provincial institution consolidates four administrative positions that until now were held by the same employees as civil servants in training.
The four new career civil servants
The decree nominally identifies the four people who acquire the status of career civil servant:
- Juan José Castilla Garrido
- Cristina Dolores Domínguez Soto
- Rosa María López-Santamaría Donoso
- María Dolores Domínguez Méndez
The positions are classified within the General Administration scale, Administrative sub-scale, group C, subgroup C1, in accordance with the proposal of the Qualifying Tribunal dated April 22, 2026, and the Presidential decree of May 6, 2026.
From the internship period to the definitive appointment
The four had been previously appointed as civil servants in training through Presidential decrees of June 8, 29, and 30, 2026, upon the proposal of the head of the Human Resources Administration service of May 26, 2026. The period extended for three months, from July 1 to September 30, 2026, as the interested parties did not prove a minimum seniority of one year of services provided to the convening entity in the position subject to the call.
Having passed that phase, the decree is based on article 20 of Decree 201/1995, of December 26, which approves the General Regulations for the Entry of Personnel into the Administration Service of the Autonomous Community of Extremadura, and on the thirteenth clause of the call being resolved. The president’s competence to issue the resolution derives from article 61, paragraph 12, letter a), of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities.
Thirty business days to take office
To acquire the status of career civil servant, the four individuals must swear an oath of allegiance to the Constitution and the rest of the legal system and take office within a maximum period of thirty business days, counted from the day following the notification of their appointment. This is established by Article 62, number 1, of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee.
The decree entrusts the fulfillment of these provisions to the Functional Area of Public Employees, Occupational Health and Safety, which must notify the interested parties of the resolution, publish it in the provincial bulletin indicating the applicable appeals, and communicate it to the Payroll Office and the Provincial Funds Audit Office. The document is signed by the institution’s chief clerk and acting general secretary, María Fernanda Rubio Cortés.
Publication and avenues for appeal
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Presidency of the Provincial Council within one month from the day following its notification, or a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court. The text invokes Article 52.1 of Law 7/1985, of April 2, regulating the Bases of Local Government, and Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Publication in the Official Gazette of the Province of Badajoz renders the appointment an act with full legal effects and begins the countdown of the deadlines both for taking office and for any eventual challenge.
The appointment concludes the selection process for four administrative positions in the Provincial Council of Badajoz and represents the definitive consolidation of these posts within the provincial staff, resulting in stability for the four employees and the regulatory coverage of administrative services in the institution that provides support to the municipalities of the province.
