Por FactBox Admin

The Provincial Council of Badajoz has awarded María de los Ángeles Alonso Díaz the Head of Section for the Management of the Comptroller Function and Legal Advice to the Comptroller’s Office, control position number 05068. The decision was made by the third vice-president and delegated deputy of the Area of Public Employees, Occupational Health and Safety, by delegation of the president of the provincial institution. The resolution is published in the Official Gazette of the Province of Badajoz (BOP) No. 208, of October 29, 2026, under announcement 4259/2026, within the Local Administration (Provincial Councils) section.
A key position in provincial economic control
The awarded position is the Head of Section for the Management of the Comptroller Function and Legal Advice to the Comptroller’s Office, assigned to the Area of Sustainable Economy, Strategic Procurement and Heritage of the Provincial Council of Badajoz. This is a position for direct legal advice to the comptroller’s office, namely, the area that exercises internal control over the economic-financial management of the provincial institution and its dependent entities.
The call for applications was resolved through a specific merit-based competition system, and its announcement was published in the BOP of May 21, 2026, with an extract in the Official State Gazette (BOE) of May 28, 2026. The now-published decree reports on the proposal submitted by the Evaluation Commission constituted to fill the position and expressly approves that proposal.
Chronology of the procedure
The decree records the essential dates of the internal selection process:
- Full publication of the call: BOP of May 21, 2026.
- Extract of the call: BOE of May 28, 2026.
- Announcement with the assessment of the Evaluation Commission: Citizen Service Office, October 6, 2026.
- Rectification of the general merit assessment: announcement of October 8, 2026.
- Resolution and award of the position: BOP No. 208, of October 29, 2026.
The resolution invokes Article 12 of the General Regulation for the Provision of Job Positions and Professional Promotion of the Autonomous Community of Extremadura, approved by Decree 43/1996, of March 26, as well as Article 102.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime. The powers of the signatory derive from Article 61, paragraph 12, of Royal Decree 2568/1986, of November 28, which approves the Regulation on the Organization, Operation and Legal Regime of Local Entities, and from the delegation approved by resolution of October 29, 2025 (BOP supplement I, No. 206, of October 29, 2025).
Deadline for taking office and notifications
The second section of the decree sets the deadline for the awardee to take possession of the new assignment:
- Three business days from the publication of the resolution in the BOP, if it does not involve a change of residence.
- Ten days if it involves a change of residence.
- The possession period is considered, for all purposes, as active service in the new position.
The third section entrusts the Public Employees, Safety and Health at Work Area, through the Human Resources Management Service, to arrange what is necessary for publication in the BOP and to send the mandatory communications. The recipients of these communications are:
- The interested person, by means of notification.
- The director of the Sustainable Economy, Strategic Procurement and Heritage Area.
- The head of the Human Resources Administration Service.
- The Provincial Funds Comptroller.
Appeal process
The resolution ends the administrative route, therefore an optional appeal for reversal may be filed before the same body that issued it, the third vice-president and delegated deputy of the Public Employees, Safety and Health at Work Area, within a period of one month from the day following the notification. Alternatively, a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court —in Badajoz or Mérida as appropriate— within a period of two months. If the reversal appeal is chosen, the judicial route cannot be pursued until the former is expressly resolved or is dismissed by silence. The decree appears signed by the acting chief clerk and general secretary, Fernanda Rubio Cortés.
The award closes a process opened in May and reinforces the legal advisory structure for the auditing body of the Provincial Council of Badajoz, a central piece in the prior auditing of expenses and income and in the internal control of provincial accounts. For the city councils and dependent entities of the province, the filling of this leadership position directly affects the auditing deadlines and the issuance of objections, in addition to providing stability to a service that intervenes in all expenditure files of the corporation.
