The Provincial Council of Albacete mobilizes 1.75 million in extraordinary credits and supplements

The Plenary of the Provincial Council of Albacete initially approved, in an extraordinary session on September 2, 2026, a credit modification for a total amount of 1,753,800 euros, consisting of 127,000 euros in extraordinary credits and 1,626,800 euros in credit supplements. The agreement, processed as file 26/8 C.E. – 8 S.C. for the 2026 fiscal year, is published in the Official Gazette of the Province of Albacete number 108, dated September 16, 2026, within the summary of agreements from the plenary session.

The publication is carried out in accordance with Article 197 of Royal Decree 2568/1986, of November 28, and Article 113, fourth paragraph, of the Organic Regulation of Operation and Legal Regime of the Most Excellent Provincial Council of Albacete, with dissemination in the provincial gazette and on the electronic office. As this is an initial approval, the file continues its legal processing and its mandatory public exhibition. The operation also requires the modification of the annex of investments and capital transfers of the 2026 general budget and the XVI Strategic Grant Plan for the fiscal year, approved in an extraordinary plenary session on December 12, 2025.

Works, clothing, and vehicles: the destination of the supplements

The bulk of the money corresponds to credit supplements, which provide additional funding for existing applications in the expenditure budget:

• Works on provincial buildings: 1,010,000 euros.
• Clothing for SEPEI personnel: 382,000 euros.
• Acquisition of vehicles for the mobile fleet: 133,000 euros.
• Expansion of current expenditure for Ontur: 92,800 euros.
• Support programs for the musical sector: 9,000 euros.

Extraordinary credits for municipalities and provincial promotion

The 127,000 euros in extraordinary credits are divided among five local and provincial actions:

• Promotion of the Designation of Origin of the province of Albacete: 35,000 euros.
• Infrastructure management agreement for Elche de la Sierra: 30,000 euros.
• Agreement with the City Council of Almansa for the commemoration of the Battle: 25,000 euros.
• Agreement with the City Council of Villarrobledo for the Carnival: 25,000 euros.
• Grant to the City Council of Letur for “Leturalma”: 12,000 euros.

Financing with surplus and distribution by chapters

The entire modification is financed from the Treasury Surplus for general expenses, which provides the 127,000 euros for extraordinary credits and the 1,626,800 euros for supplements. By expenditure budget chapters, the distribution is as follows:

• Chapter 2, current expenses for goods and services: 426,000 euros.
• Chapter 4, current transfers: 154,800 euros.
• Chapter 6, real investments: 1,143,000 euros.
• Chapter 7, capital transfers: 30,000 euros.

In the revenue budget, the positive variation is recorded entirely in chapter 8, financial assets, for 1,753,800 euros.

Other agreements from the same plenary session

The extraordinary session of September 2 also included other relevant points:

• Initial approval of the Regulatory Ordinance for Electronic Administration of the Provincial Council and its municipalities, submitted for public information and hearing for thirty business days.
• Approval of the general account of the Provincial Council for the 2025 financial year, with transfer to the Court of Auditors.
• Acknowledgment of the fundamental lines of the 2027 consolidated budget, approved by Presidency Decree No. 3822, of August 21, 2026.
• Granting of a nominative subsidy of 12,000 euros to the University of Castilla-La Mancha for the master’s degree in local entity management.
• Rejection of the motion from the Vox Group on forest fire prevention.

The credit modification allows the Provincial Council to immediately undertake investments in provincial buildings and renew equipment for the fire extinguishing service and the vehicle fleet without waiting for a new budget. The use of the treasury surplus avoids resorting to debt, although the file remains open to claims during its public information period before becoming final.
