The Provincial Council of Albacete announces five vacancies for application designer

The Provincial Council of Albacete has approved the provisional list of admitted and excluded applicants and the composition of the qualifying board for the selection process to fill five positions for Application Designer. The resolution is adopted by Decree No. 4596, dated October 2, 2026, and is published in the Official Gazette of the Province of Albacete number 117, dated October 7, 2026, within the Third Section (Local Administration), on pages 4 to 7. The announcement is processed by the Human Resources Service of the provincial institution.

Of the five announced positions, three will be filled through an open competitive examination (concurso-oposición) and two through an open examination (oposición), all of which are vacant in the civil service staff of the Most Excellent Provincial Council of Albacete. The decree invokes the powers of article 34.1.g) and h) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, in relation to article 61.12 of Royal Decree 2568/1986, of November 28, and complies with Royal Legislative Decree 5/2015, which approves the revised text of the Law of the Basic Statute of the Public Employee, and Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha. The proposal originates from the Deputy President of the Information Commission for Presidency, Personnel, Internal Regime, Economy, Treasury, and Heritage, dated October 1, 2026.

Eighty-two admitted and two excluded

The provisional list of admitted applicants amounts to 82 people, led by Antonio Alfaro Ortiz, Emilio Andújar Martínez, and Clara Arellano Haro, and closed by María del Pilar Villodre Martínez. The complete list is detailed in the official announcement with surnames, first name, and partially hidden ID (DNI).

Only two applicants appear as excluded:

• Juan Araque Valcárcel, for cause E.
• Carlos Lajara Sánchez, for cause E.

Cause E corresponds to “failure to pay fees and not meeting the requirements for payment exemption.” According to the fourth basis of the call, excluded persons have a period of ten business days to rectify this by paying the fees through the payment letter that will be sent to their email.

The qualifying board

The selection body is composed of the following members, with their respective substitutes:

• Member: Juan Ramón Marcobal Masip, Assistant Project Management Service, titular; Lorenza Carrasco Cobo, IT Applications Designer, substitute.
• Member: Alfonso Varela Egea, IT Programmer, titular; María Isabel Ortega Fernández, Head of Interior Section Technical Unit, substitute.
• Member: Javier Valero Albaladejo, IT Programmer, titular; Francisco Simarro López, Operations Section Programmer, substitute.
• Member: Francisca González Tébar, Head of Autonomous Bodies Section, titular; Juan Santos Sánchez Jiménez, JCCM IT Specialist, substitute.

Exam on November 13

In accordance with the sixth clause of the call, the first test of the first exercise of the competitive examination will be held on November 13, 2026, at 5:00 PM. The venue is the Assembly Hall of the headquarters building of the Honorable Provincial Council, located at Paseo de la Libertad No. 5 in Albacete.

The decree orders the publication of the resolution in the Official Provincial Gazette and on the Provincial Council’s electronic notice board.

The call directly affects the 84 applicants who have submitted an application and, indirectly, the provincial IT staff, whose structure will be reinforced with five new applications designers. The calendar is now closed in its initial phase; therefore, excluded applicants must resolve their situation within the correction period if they wish to take the test on November 13.
