The Provincial Council of Albacete approves 1.75 million in extraordinary credits for 2026

The Plenary of the Provincial Council of Albacete has finalized the credit modification file number 26/8 C.E.-8 S.C. of the budget corresponding to the 2026 financial year, for a total amount of 1,753,800 euros. The agreement, adopted in an extraordinary session held on September 2, 2026, is published in the Official Gazette of the province of Albacete number 114, dated September 30, 2026, in the Third Section: Local Administration, with the official reference 25.203.

The modification is processed under the modality of extraordinary credits and credit supplements and is financed, in both cases, using the Treasury surplus resource for general expenses resulting from the liquidation of the provincial budget for the 2025 financial year. The file affects the entirety of the 2026 provincial budget and is finalized as no allegations or claims were presented during the public exhibition period.

Real investments, main destination of expenditure

The summary by chapters of the expenditure statement concentrates the largest volume of resources in Chapter 6, Real Investments, which receives 1,143,000 euros. The remaining increases and decreases in expenditure budget applications are distributed among the following chapters:

• Chapter 2, Current expenditure on goods and services: 426,000 euros.
• Chapter 4, Current transfers: 154,800 euros.
• Chapter 6, Real investments: 1,143,000 euros.
• Chapter 7, Capital transfers: 30,000 euros.
• Total: 1,753,800 euros.

Chapters 1, 3, 5, 8, and 9 of the expenditure statement record no variation in this file.

Financing with 2025 treasury surplus

In the income statement, the positive variations in sub-concepts are fully attributed to Chapter 8, Financial Assets, for the same 1,753,800 euros, an amount that coincides with the total of the expenditure statement. The origin of the resource is the Treasury surplus for general expenses resulting from the liquidation of the provincial budget for the 2025 financial year, which allows for the reinforcement of credits without resorting to new debt.

The processing is supported by Article 169.1, by referral from Article 177.2, both of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries.

Two months for contentious-administrative appeal

Against the agreement, and by virtue of the provisions of Article 113.1 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 171.1 of Royal Legislative Decree 2/2004, of March 5, interested parties may directly file a contentious-administrative appeal within a period of two months starting from the day following the publication of the announcement in the Official Gazette of the province of Albacete.

The filing of said appeal shall not, by itself, suspend the effectiveness of the contested act or agreement, as established in Article 113.3 of Law 7/1985 and Article 171.3 of Royal Legislative Decree 2/2004. The announcement appears signed in Albacete, in September 2026, by the President of the institution, Santiago Cabañero Masip.

The file consolidates the bulk of the provincial investment effort for the fiscal year in chapter 6, with 1,143,000 euros allocated to real investments, and leaves the path for judicial appeal open until the end of November for those who consider themselves affected by the budget modification.
