The Provincial Council creates three positions for Higher Technician in Early Childhood Education

The Plenary of the Provincial Council of Ciudad Real, in an ordinary session held on July 27, 2026, approved the creation of three positions for Higher Technician in Early Childhood Education (Group B) and the amortization of one post and one subordinate position, in execution of a court ruling. The agreement, made final after the public exhibition period, is published in the Official Gazette of the Province of Ciudad Real on August 28, 2026 (announcement number 2758).

The measure is caused by the execution of Judgment No. 160, of March 17, 2014, issued in the contentious-administrative appeal of proceedings No. 224/2010, heard before the Second Section of the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha. In coherence with that mandate, each Childcare Assistant vacancy resulting from retirement has been transformed into a Higher Technician in Early Childhood Education position, and the process is now completed with the creation of the three positions remaining in the Job Position List.

Creation of positions and amortization

The agreement, processed under file DPCR2026/35084, creates three positions in the civil service staff of the “La Flauta Mágica” Early Childhood School, all of which are classified in Group B, Special Administration scale, Technical sub-scale, Middle Technician class, Early Childhood Education category:

• Position No. 1819, Higher Technician in Early Childhood Education.
• Position No. 1820, Higher Technician in Early Childhood Education.
• Position No. 1821, Higher Technician in Early Childhood Education.

As a counterpart, post No. 1.21.040 (ID 143) for Subordinate and position No. 1171 for General Administration Subordinate are amortized. The increase in expenditure affects only the basic remuneration and the destination supplement, while the specific supplement remains unchanged, and is offset by the amortization, according to article 126.2.a) of Royal Legislative Decree 781/1986.

Regulatory framework and internal promotion

The creation responds to the requirement of article 92.2 of Organic Law 2/2006 on Education, amended by Organic Law 3/2020, and article 16 of Decree 88/2009 of Castilla-La Mancha, which reserve the educational care of the first cycle of Early Childhood Education for professionals with a qualification as a Higher Technician in Early Childhood Education or equivalent. The three positions constitute a prerequisite for their inclusion in the 2026 Public Employment Offer.

The promotion will be carried out through the modality of direct promotion in the workplace, in accordance with article 65.6 and the eighth transitional provision of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha. Those who pass the selection process will remain assigned to the same positions they already held; if the promotion is materialized, the positions of subgroup C2 will become vacant and will be amortized, and if it does not occur, the new positions of Group B will be those that are nullified.

Processing and approval

The agreement was reported by the Permanent Personnel Information Commission on July 2, 2026, with a favorable report from the Personnel Service Head and the Provincial Audit Office. Submitted to a vote, the Plenary approved it unanimously by those attending, with twenty-five votes in favor, none against, and no abstentions. The announcement, signed by the President, Miguel Ángel Valverde Menchero, and the Deputy Secretary General, Enrique Fernández Cazallas, is published for general knowledge.

The decision culminates a process of adapting the provincial staff to the professional qualification required by educational regulations, without automatic access to Group B, which will require passing the corresponding selection process. For the officials of the Infant School, it represents a path for internal promotion to Group B, and for the citizens, the guarantee that the educational care of the first cycle is provided by personnel with the legally required qualification.
