The Provincial Council announces a vacancy for the Head of Projects and Environment

The Provincial Council of Soria has approved the rules of the call for the permanent appointment to a position as Head of the Projects and Environment Services, assigned to the civil service staff and classified in group A, subgroup A1, Special Administration scale, technical subscale, with destination supplement level 27. The decision is formalized by Decree No. 2026-4594, dated October 22, 2026, issued by the Vice Presidency, and published in the Official Gazette of the Province of Soria No. 124, dated October 28, 2026, with the reference BOPSO-124-28102026.

The process derives from the Public Employment Offer for civil servants for the 2026 financial year, approved by agreement of the Governing Board on October 5, 2026, and published in BOP No. 118, dated October 14, 2026. The position is listed among the vacancies in the Environmental Technician category included in said offer, with budget allocation, and is offered in the open competition track.

Purpose of the call and employment pool

The purpose of the call is the selection as a career civil servant of a head of the Projects and Environment service, charged to the OEP 2026. The chosen selection system is a competitive examination, with a subsequent internship period graded as fit or unfit.

In addition to the appointment, the process will serve to establish an employment pool intended to cover temporary vacancies that may arise in the Provincial Roads and Projects and Environment Service and, subsidiarily, in those positions that require the qualifications provided for in the rules. The approval of this pool will entail the repeal of previous ones.

Requirements, fee, and application deadline

Applicants must meet, among other requirements, Spanish nationality or nationality of a member state of the European Union, be at least sixteen years of age, and not exceed the maximum compulsory retirement age. The required qualification is that of Civil Engineer (Ingeniero de Caminos, Canales y Puertos) or a Degree in Civil Engineering plus the enabling master’s degree for the regulated profession, in accordance with Order CIN/309/2009, dated February 9.

Applications shall be submitted to the General Registry of the Council, by the means provided for in Article 16 of Law 39/2015 or through the electronic office, using the Annex I form. Examination fees are set at 32.91 euros, with the exemptions and discounts of the Fiscal Ordinance regulating the fee.

• Submission deadline: fifteen business days from the first business day following the publication of the summary of the call in the Official State Gazette.
• Publication of the rules: BOP, BOCYL, the Council’s notice board, and the website www.dipsoria.es, under the employment and civil servant link.
• Payment of the fee: via https://tasas.dipsoria.es, selecting “Tasa Examen” and “Tarifa 1”.

Tribunal and conduct of the tests

The Qualifying Tribunal shall be appointed by decree of the Presidency and shall be published on the notice board and on the provincial website. It will be composed of a president who is a career civil servant of the Provincial Council of Soria, a secretary of the Corporation or a civil servant to whom they delegate, and four members: one from the Council itself, one from the General State Administration, one from the Regional Government of Castilla y León, and one from the Soria City Council. Political appointees, interim staff, and temporary staff are excluded from forming part of the body.

The competitive examination phase consists of three eliminatory exercises, all of which refer to the syllabus in Annex II:

• First exercise: a questionnaire of up to 100 questions with four alternative answers, 120 minutes and a maximum of 30 points, with a minimum of 15 to pass.
• Second exercise: a theoretical-practical case involving the drafting of a report, memorandum, or action plan, 3 hours, up to 40 points and a minimum of 20.
• Third exercise: written development of three topics, one for each block of the syllabus, 4 hours, up to 30 points and a minimum of 15.

The order of appearance will begin with the letter “B”, in accordance with the draw published by resolution of June 29, 2026, of the State Secretariat for Civil Service in the BOE no. 161, of July 3, 2026. Once the examination is passed, the selected candidate must complete a three-month internship period, unless exempted for having held positions of equal content and functions in another administration.

Impact for applicants

The call opens a stable access route to a technical position of responsibility in one of the areas with the highest workload of the provincial institution, that of projects and environment, and also reinforces the coverage of substitutions through a talent pool. The publication of the summary in the BOE will be the effective starting point of the fifteen-business-day period, therefore interested parties must be attentive to that procedure to submit their application and pay the fee within the deadline.
