The Provincial Council announces the opening for position 181 of secretary to the delegated deputy

The Provincial Council of Guadalajara has called for the filling, via the free appointment system, of position number 181, titled Secretary to the Delegated Councilor, open to inter-administrative mobility. The regulatory bases were approved by the corporation’s Governing Board in an ordinary session on September 9, 2026, and are published in the Official Gazette of the Province of Guadalajara number 181, corresponding to September 23, 2026. The deadline for submitting applications is 15 business days starting from the day following the publication of the announcement in the Official State Gazette.

A position assigned to the Presidency Cabinet

The called position is within the functional area of the Presidency and Vice-Presidencies Cabinet, Presidency sub-area, and its purpose is to perform administrative support tasks and collaborate with institutions and the individuals assigned to the Presidency, Vice-Presidency, Councilors, and Political Groups.

Its characteristics, according to the current Job Position List, are as follows:

• Position code: 181; a single position called.
• Provision system: free appointment, non-singular character.
• Scale: General Administration; sub-scale: Secretariat.
• Group/subgroup C1/C2; level 18; specific supplement of 635 points.
• Continuous working day from 08:00 to 15:30, with preferential and sporadic dedication.
• Specific knowledge: those pertaining to the Secretariat.

Requirements and submission of applications

Career civil servants of the Provincial Council of Guadalajara may apply and, exceptionally, other career civil servants, as this is a position open to inter-administrative mobility, regardless of their administrative status and provided they can re-enter and meet the requirements of Annex I. The requirements must be met on the last day of the application submission period.

Applications shall be submitted according to the model in Annex II, preferably electronically and with an electronic signature through the Council’s electronic office, or via any of the channels specified in article 16.4 of Law 39/2015, of October 1, addressed to the Presidency of the corporation. Each application shall be accompanied by a curriculum vitae stating years of service, positions held, academic degrees, studies, and courses completed, along with a copy of the documentation accrediting the claimed merits.

Appointment, termination, and taking office

Once the application period has concluded, the Presidency shall issue, within one month —extendable for up to one more month— the reasoned resolution and the appointment of the candidate deemed most suitable, in accordance with article 56.2 of Royal Decree 364/1995, of March 10. Prior to this, the Deputy-Delegate for Public Employment and Internal Regulations shall act as the instructor and issue a report on the competencies, attitudes, and circumstances of the candidates, following the corresponding interview. The resolution shall be published in the Official Provincial Gazette and on the electronic office of the Provincial Council.

The assigned post shall be non-renounceable. Cessation of duties must take place within three business days following the publication of the resolution, and the period for taking office shall be three business days if the post is located in the same town, or one month if it involves a change of residence or reentry into active service. The deputy delegate of the area may extend the cessation period for service needs up to 20 business days. Officials assigned by free appointment may be removed from the position at the administration’s discretion.

Equality and appeals

The rules incorporate the principle of equal treatment between men and women in accordance with article 14 of the Spanish Constitution, Directive 2006/54/EC, Royal Legislative Decree 5/2015, Organic Law 3/2007, and Law 12/2010, of November 18, on Equality between Women and Men of Castilla-La Mancha.

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Guadalajara within two months and, optionally, a request for reversal (recurso de reposición) before the Governing Board within one month.

The call for applications is of particular interest to career officials seeking mobility toward the Alcarreña Provincial Council, as the position is expressly open to other administrations and is resolved by free appointment, without selective examinations. The announcement was signed in Guadalajara on September 17, 2026, by the president of the corporation, José Luis Vega Pérez.
