The Provincial Council announces five technical architect positions via competitive examination

The Provincial Council of Guadalajara has announced selective tests for the permanent filling of five Technical Architect positions through a free competitive examination system (concurso-oposición). The specific rules were approved by the Governing Board in an ordinary session on September 9, 2026, with an error rectification approved in the session of September 22, and are published in the Official Gazette of the Province of Guadalajara number 184, dated September 28, 2026 (document 2026_2497).

Position Characteristics and Functions

The positions are vacant within the civil servant staff and correspond to the provincial corporation’s 2023 and 2024 public employment offers. They are integrated into the Special Administration scale, Technical sub-scale, Medium Technicals classification, group A, subgroup A2.

Their responsibilities are divided between two services:

• Architecture and Urban Planning Service: drafting projects, directing works, and issuing urban planning reports, as well as collaborating with the Provincial Collection Service on the reports necessary for its management and tax collection.
• Regional Centers Service: drafting reports and memorandums, direction, control, and monitoring of works in buildings and civil infrastructure of the municipalities within its center.

Applicants must hold or be in a position to obtain the Technical Architect degree by the end of the application submission period, and pay a fee of 21.46 euros, reduced to 10.73 euros for those who prove more than six months of unemployment.

Application Period and Selection Process

The application submission period is twenty business days starting from the day following the publication of the call summary in the Official State Gazette. Applications shall be addressed to the Presidency of the Corporation and should preferably be submitted electronically.

The process is a free competitive examination: the examination phase (oposición) accounts for 75% of the total score, up to a maximum of 150 points, and the merit phase (concurso) accounts for 25%, in accordance with article 46.5 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha.

• First exercise: a multiple-choice questionnaire of 60 questions plus 5 reserve questions based on a syllabus of 60 topics, with a duration of 70 minutes, a maximum of 75 points, and 37.50 points to pass.
• Second exercise: a case study or practical test of 50 to 90 minutes, with a maximum of 75 points and 37.50 points to pass.

Admission, Tribunal, and Regulatory Framework

Once the application period has expired, the Presidency shall approve the provisional list of admitted and excluded candidates, which will be published in the Official Provincial Gazette, on the notice board, and on the electronic office, with ten business days provided for corrections. The resolution of the final list shall include the composition of the Qualifying Board and the location, date, and time of the examinations; no less than four months may elapse between the publication of the call for applications and the holding of the competitive examination.

The rules are supplemented by the General Rules approved by the Governing Board in an extraordinary session on September 3, 2024, and published in the Official Provincial Gazette number 181, dated September 23, 2024. The text incorporates the principle of equal treatment from Article 14 of the Spanish Constitution, Royal Legislative Decree 5/2015, and Organic Law 3/2007.

A job pool will be formed with those who pass both examinations without being proposed for appointment and, subsidiarily, another with those who pass only the first. The rules bear the signature of the president, José Luis Vega Pérez, in Guadalajara, on September 24, 2026.

The call opens a stable public employment route for graduates in Technical Architecture from the province, with five positions in two provincial services and a process that combines eliminatory tests and a merit-based scale. Interested parties must prepare the documentation in advance, as failure to pay the fee results in automatic exclusion.
