The Provincial Council announces 3 million in grants for urban planning schemes

The Provincial Council of Seville has announced 3,000,000 euros in grants, expandable up to 5,950,000 euros, to finance the preparation of Urban Planning Plans (POU) in the province’s municipalities with a population of fewer than 50,000 inhabitants. The call is approved by Presidency Resolution no. 5613/2026, of August 11, the extract of which is published in the Official Gazette of the Province of Seville number 181, of September 17, 2026, with reference BOP-SE-2026-181001. Interested city councils have 15 business days to submit their applications.

The full text of the guidelines and the call was published in the Official Gazette of the Province of Seville number 179, of September 15, 2026 (BOP-SE-2026-179002), and the extract is registered in the National Grants Database with the identifier BDNS 929443 and extract number 220917. This line is framed within Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), developed by Decree 550/2022, of November 29, which assigns the planning of the consolidated city to the municipalities and reserves the function of economic and technical assistance for the provincial councils.

This is not the first experience of this type. The Provincial Council replaced the previous model of planning agreements with direct grants to city councils, with two previous calls: the one approved by Presidency Resolution no. 2448/2022, of May 5, in which 80 city councils requested aid and 72 obtained it, and that of Presidency Resolution no. 3471/2024, of June 16, which added 25 more beneficiaries for a total of 97 subsidized municipalities for their general or basic plans. Now Program no. 7 of the Strategic Grant Plan of the Territorial Cohesion Area for 2024-2027 opens a new line focused on POUs, the instrument that provides detailed regulation for urban land.

Amount and destination of funds

• 3,000,000.00 euros charged to budget application 3103/15103/46200 for the 2026 fiscal year.
• Maximum extension of 2,950,000.00 euros, up to a total of 5,950,000.00 euros, conditional on a budget modification approved before the award resolution.
• Single payment of the total amount upon the final granting of the subsidy.
• The individual amount for each municipality appears in Annex I and is calculated using the formula H x Ia x C x O, with an update index of 2.00 and a coefficient of 0.30 for the POU.
• If the service contract exceeds the granted subsidy, the city council must provide its own financing.

Who can apply and how

• Beneficiaries: city councils of municipalities in the province of Seville with a population of fewer than 50,000 inhabitants included in Annex I.
• Documentation: Annex II (application), Annex II BIS (responsible declaration if planning has already begun with other grants), Annex III (justification report), Annex IV (other grants requested or obtained), and a certificate from the Municipal Secretary regarding the agreement of the competent body.
• Electronic submission via SIDERAL registry exchange or through the Registry Interconnection System, addressed to the Territorial Cohesion Area.
• Deadline: 15 business days from the day following the publication of the summary, starting on September 18, 2026.
• Resolution and notification within a maximum of six months from the end of the application period.

Evaluation Criteria and Execution Deadlines

• Up to 100 points: 60 for the type of current planning and 40 for population.
• 60 points for municipalities without current general planning, with an Urban Land Delimitation Project or Subsidiary Rules not adapted to the LOUA; 30 points with adapted Subsidiary Rules or general plans prior to the LOUA; 15 points with a General Urban Development Plan (POU).
• Population: 40 points up to 2,000 inhabitants; 35 up to 5,000; 30 up to 10,000; 25 up to 20,000; 7 up to 30,000; 5 up to 50,000.
• Awarding of the contract for the preparation of the POU within a maximum of 10 months from the notification of the grant, extendable by two more months.
• Publication of the final approval in the BOP within a total period of 60 months from the formalization of the contract.
• Valued phases: Advance, 30% of the amount; initial approval, 50%; final approval, 20%.

The call reaches the majority of the municipalities in the province and arrives at a time when many city councils are facing the adaptation of their planning to the LISTA. For small city councils, the grant covers the hiring of external drafting teams, while the Provincial Council maintains technical monitoring of the work through a technical monitoring committee. The schedule is demanding: those who do not award the contract on time face partial repayments of up to 10% and, if final approval is not completed within 60 months, refunds of 70% if only the Advance phase was reached and 20% if it reached initial approval.
