La Diputación concede 15,7 millones en autoconsumo colectivo a 165 municipios

The Governing Board of the Provincial Council of Badajoz has resolved the Provincial Plan for collective self-consumption in municipal buildings by granting aid to 165 city councils and smaller local entities for a total amount of 15,717,850.77 euros. The agreement, adopted in an ordinary session on September 30, 2026, is published in the Official Gazette of the Province of Badajoz number 192, dated October 7, 2026, via Announcement 3930/2026.

The plan was created by the Plenary of the Provincial Corporation in an ordinary session on February 27, 2026, with a total allocation of 20,629,126.11 euros charged to budget applications 15/4250/76200/0700 and 15/4250/76800/0700. The final approval of credit modification file number 10/2026, published in the BOP number 69 on April 14, 2026, enabled 10,814,563.06 euros for the 2026 annual budget.

The specific bases and the call for applications were approved by the Governing Board on June 12, 2026, and published in the BOP number 117 on June 22, 2026. The procedure is processed under a competitive bidding regime without priority order, as there is sufficient credit for all potentially beneficiary entities, in accordance with Article 22 of the General Subsidies Law 38/2003, and Article 55 of its Regulation. The instruction corresponds to the Local Energy Efficiency and Management Service of the Functional Area of Environmental Sustainability, Energy, and Green Territory (file 2026/6/SYTPL-EC).

169 applications and 165 grants

Within the deadline, 169 applications were submitted. After the instruction, 35 municipalities corrected deficiencies and 4 were inadmissible due to non-compliance with the conditions, resulting in 165 compliant aid applications.

The Evaluation Commission issued its final results report on September 11, 2026, in favor of all admitted applications. The grant proposal was signed on September 25, 2026, with the prior limited auditing report from the General Comptroller of the same date.

Four city councils excluded

The agreement excludes four applicants for failing to comply with the technical and documentary conditions of base 7 of the call:

  • Atalaya: submitted a technical report for an individual self-consumption installation of 5 kW.
  • Talarrubias: submitted a technical report for an individual self-consumption installation.
  • Valdecaballeros: submitted four technical reports for individual installations of 10 kW.
  • Villanueva de la Serena: submitted a technical project cover page without a signature or professional college visa.

Distribution by annual budgets and amounts

The proposed grant amount totals 15,717,850.77 euros, which is below the available allocation of 20,629,126.11 euros. The distribution is split into two annual budgets:

  • 8,239,887.98 euros charged to the 2026 fiscal year.
  • 7,477,962.79 euros charged to the 2027 fiscal year.

The maximum amounts per beneficiary are set in four tiers: 106,011.34 euros, 139,981.79 euros, 173,952.24 euros, and 181,107.88 euros. Among the grants awarded, those for Azuaga (180,645.49 euros), Zalamea de la Serena (170,411.21), Don Benito (168,860.56), Almendralejo (133,902.25), and Badajoz (128,638.02) stand out.

Appeal and impact

The resolution concludes the administrative process. An optional appeal for reversal may be filed before the Governing Board of the Provincial Council of Badajoz within one month from the day following its publication, or a contentious-administrative appeal may be filed directly before the Contentious-Administrative Court of Badajoz within two months. The certification of the agreement is signed by the delegated deputy of the Area, Raúl Jareño Crespo.

The plan seeks to reduce energy bills and advance the decarbonization of local services in virtually all municipalities of the province, with collective self-consumption installations in municipal buildings funded over two budget years.
