The Provincial Council summons ten owners to expropriate the Manchita ring road.

The Provincial Council of Badajoz has summoned ten plot owners in the municipal district of Manchita to pay the prior deposits and to draw up the record of occupation in the compulsory expropriation proceeding processed to carry out the “Modified Project No. 2, Manchita bypass on CP BA-087 from Manchita to Guareña”. The appearance will take place on September 15, 2026 at the Manchita City Council, according to Notice 3210/2026, published in the Official Gazette of the Province of Badajoz No. 154, of August 13, 2026.
The urgent occupation of the necessary property and rights was declared by Decree 2/2026, of February 3, of the Governing Council of the Government of Extremadura (DOE No. 44, of March 5, 2026). The proceeding is conducted in accordance with Article 52, paragraphs 4, 5 and 6, of the Compulsory Expropriation Act of December 16, 1954, which regulates the payment of prior deposits, the payment or deposit of compensation for the damages arising from the urgency of the occupation, and the drawing up and signing of the record of occupation.
A step after the prior record
With the affected owners already identified and the drawing up and signing of the record prior to occupation completed, the provincial administration now proceeds to the second phase of the proceeding: to satisfy the prior deposits, to pay, where applicable, the compensation for urgent occupation, and to draw up the record of occupation of the land needed for the works. The summons is issued under the powers of the managing area, signed by the president of the Provincial Council, by delegation, through the delegated deputy of the Area of Infrastructures, Mobility and Territorial Planning, Abel González Ramiro (delegation resolution of October 29, 2025).
Ten plots in polygon 4
The list annexed to the notice comprises ten cadastral references in polygon 4, with their owners and time of appearance:
- 4-60, Ana María Nogales Rodríguez, 10:00.
- 4-61, Natividad Retarmar Retamar, 10:00.
- 4-62-a, Heirs of Romualdo Cabezas Gato, 10:30.
- 4-63-a, Paulino Fernández Solís, 10:30.
- 4-64, Santiago Fernández Tena and Carlos Fernández Tena, 11:00.
- 4-65-a and 4-65-c, Eduvigis, José, Manuel Pedro, Magdalena and María Jesús Forcallo Paredes, 11:00.
- 4-66-a, Antonio Fernando Solís Murillo, 11:30.
- 4-67-a, Máximo Solís Ramos, 11:30.
- 4-68, Sonia Hernández Sanabria and Mario Muñoz Fernández, 11:30.
The event will be held at the Manchita City Council, Plaza Don Pedro Jiménez No. 1, 06478 Manchita (Badajoz).
What those affected must provide
Those summoned must appear in person or represented by a person with notarial power, and provide:
- Identity document (DNI/NIF).
- Updated simple note or updated certificate from the property registry of ownership and encumbrances.
- Updated cadastral certification.
- Lease contract or other documents evidencing any real or personal right over the property.
They may be accompanied, at their own expense, by experts and notaries. Without compliance with these requirements, no amount shall be paid to them, and the amount shall be given the destination provided for by law.
Publication of the summons
The summons shall be notified individually to the affected owners, published in the provincial bulletin, and reported to the City Council of the locality where the event takes place. Likewise, it shall be published in the Official State Gazette for the purposes of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, in cases of unknown owner or unknown address.
The Manchita bypass on provincial road CP BA-087 will improve the municipality’s connection with the road to Guareña, relieving traffic from the urban area. The expropriation, processed through the urgent procedure, accelerates the availability of the land and requires the affected owners to be attentive to the call for 15 September so as not to lose the right to collect the prior deposits.
