The Provincial Council assumes the maintenance of video surveillance for fourteen municipalities
Por FactBox Admin

The Provincial Council of Guadalajara has assumed the maintenance of video surveillance points for fourteen municipalities in the province through management entrustment agreements, as published in the Official Provincial Gazette (BOP) of Guadalajara No. 208, dated October 30, 2026. The agreements, signed between October 25 and 29, 2026, and previously accepted by the Plenary of the provincial institution, are published jointly in compliance with Article 45.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The announcement, with verification code 357089200bed5b3f190f383efcac173bf4727498, indicates that publication in the BOP marks the entry into force of the agreements.
Fourteen town halls and a single text
The signing municipalities are Alarilla, Atanzón, La Bodera, Campillo de Ranas, Casa de Uceda, La Huerce, Las Navas de Jadraque, Pálmaces de Jadraque, Puebla de Beleña, Robledo de Corpes, San Andrés del Congosto, Valdearenas, Villares de Jadraque, and Zarzuela de Jadraque. All subscribe to the same content, which the BOP reproduces as a common annex, with the following processing dates:
- Town Hall Plenary: between October 30, 2025 (Campillo de Ranas) and October 23, 2026 (Robledo de Corpes).
- Acceptance by the Provincial Council Plenary: February 20, 2026, in most cases, and June 19, 2026, for Alarilla, Casa de Uceda, and Puebla de Beleña.
- Signing of the agreement: October 25 (Valdearenas), October 26 (Robledo de Corpes, San Andrés del Congosto, Villares de Jadraque, and Zarzuela de Jadraque), October 27 (La Bodera, Campillo de Ranas, La Huerce, Las Navas de Jadraque, and Pálmaces de Jadraque), October 28 (Casa de Uceda and Puebla de Beleña), and October 29 (Alarilla and Atanzón).
The text was signed in Guadalajara on October 29, 2026, by the president of the Provincial Council, José Luis Vega Pérez, acting by virtue of Article 34.1.b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
What the Provincial Council covers and what the municipality provides
The town halls declare that they lack their own means to maintain their cameras, which are installed at the road accesses to the town centers and have already been authorized by the Government Delegation of Castilla-La Mancha, and have requested their inclusion in the Provincial Council’s Video Surveillance and Security Plan. The entrustment is based on Article 11 of the Law on the Legal Regime of the Public Sector and on the provincial competence for legal, economic, and technical assistance and cooperation to municipalities under Article 36.1.b) of Law 7/1985. The provincial institution commits to:
- Provide all software licenses necessary for the operation and management of each video surveillance point (PVV).
- Provide the 4G/5G communications system to transmit images and store them in the cloud.
- Assume corrective and preventive maintenance of the hardware, including the replacement of non-functional equipment.
- Process the requests for the renewal of fixed video camera authorizations before the Government Delegation of Castilla-La Mancha, in accordance with Article 10 of Royal Decree 595/1999, of April 16, which develops Organic Law 4/1997, of August 4.
The support pole and the electrical connection point are the responsibility of the municipality. Furthermore, the city council authorizes the Provincial Council to use that pole to install any other element necessary for its purposes.
Four years, extension, and monitoring commission
The agreements are administrative in nature and have a duration of four years, extendable by unanimous agreement of the parties for up to four more years. They are terminated upon expiration of the term, mutual agreement, written notice, municipal revocation in the event of a breach by the Provincial Council, or provincial resignation in the event of a breach by the city council. Monitoring is the responsibility of a commission formed by two representatives from each party, chaired by the Provincial Council.
The announcement specifies that, for security reasons, the identification and location of the points included in each agreement are not published. The seventh clause sets the entry into force on the day following its publication in the BOP, while the announcement indicates that the publication itself constitutes that entry into force.
The scope of the agreement is relevant for the residents of these fourteen localities, mostly small in size, who now have a permanent provincial technical service for their security cameras at no maintenance cost to the municipal coffers. The operation consolidates the Video Surveillance and Security Plan that the Provincial Council has been developing for more than two years, with a framework agreement already awarded for the maintenance of the points that are incorporated, and leaves the relationship with the Government Delegation to renew authorizations in the hands of the provincial institution, a procedure that directly affects the data protection of the recordings.
