The Provincial Council approves the guidelines for the laboratory technicians' talent pool
Por FactBox Admin

The Provincial Council of Ciudad Real has approved the rules for the competitive examination to establish a job bank of materials testing laboratory technician operators, from which interim civil servants will be called to cover the needs of the provincial laboratory. The call is published in the Official Gazette of the Province (BOP) of Ciudad Real no. 211, corresponding to Monday, November 2, 2026, under announcement number 3525, and stems from the Resolution of the Presidency of the Council dated October 26, 2026.
The job bank corresponds to the category of Materials Testing Laboratory Technician Operator, classified in Group C, Subgroup C1, as provided for in Article 76 of Legislative Royal Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee. Applicants will belong to the Special Administration Scale, Technical Subscale, Auxiliary Technician class, in accordance with Article 171 of Legislative Royal Decree 781/1986, of April 18.
The destination of the appointments is the Materials Laboratory of the Department of Roads, Works, Infrastructure and Environment of the provincial corporation, in order to meet both the ordinary needs of the service and contingencies arising from vacancies, absences, illness, or other circumstances requiring temporary coverage.
Requirements, ten-business-day deadline, and 18-euro fee
Those who meet the requirements set out in the third rule may apply:
- Spanish nationality or nationality of a member state of the European Union, under the provided terms.
- Functional capacity for the performance of the tasks and an age between 16 years and the legal compulsory retirement age.
- Not to be in a situation of disqualification nor to have been dismissed through disciplinary proceedings.
- High School Diploma (Bachiller) or Technician degree (intermediate vocational training cycle) or equivalent, before the application deadline expires.
- A valid Class B driver’s license, necessary to drive the vehicles that the Council makes available to the service.
Applications must be submitted exclusively electronically via the electronic office of the Provincial Council of Ciudad Real within a period of ten business days from the day following the publication of the announcement in the BOP. Registration requires the payment of a fee of 18.00 euros, with a 10 percent discount if paid electronically during the registration process itself. Applicants with a disability equal to or greater than 33 percent, job seekers with at least one month of seniority and income lower than the minimum interprofessional wage, members of large families, and victims of gender-based violence are exempt.
A 60-question test and a merit scale
The process is resolved through a competitive examination (concurso-oposición) based on a maximum of 100 points: 75 for the examination phase and 25 for the merit phase. The examination consists of a single eliminatory multiple-choice exercise with 60 theoretical-practical questions from the syllabus in Annex I—twenty topics on soils, aggregates, sub-bases, bituminous mixtures, concretes, and laboratory risk prevention—plus five reserve questions, with a maximum duration of 90 minutes. Each error penalizes one-third of the value of a correct answer, and a minimum of 37.500 points is required to pass.
The merit phase, which is non-eliminatory, values professional experience up to 15 points, training courses up to 5 points, and other academic qualifications up to an additional 5 points. Ties will be resolved by the examination score and, failing that, by experience, training, and finally, a public draw.
The Evaluating Board will consist of a president, three members, and a secretary, with their respective alternates, appointed by resolution of the Presidency. The order of appearance for candidates will begin with the letter “Q”, according to the draw published by resolution of November 26, 2025 (DOCM no. 235, of December 4, 2025). All announcements and incidents will be disseminated in the public employment section of the dipucr.es portal and on the entity’s e-Bulletin Board.
On-site testing, reports, and equipment maintenance
The functions of the category include collaboration in the monitoring and quality control of road maintenance, conservation, and conditioning works carried out with own means or external companies; the coordination of personnel assigned to the laboratory; and the taking of samples and performance of standardized tests, both in situ and in the laboratory, on soils, aggregates, sub-bases, bituminous mixtures, and concretes, including the driving of the provincial vehicle when necessary.
They will also include the reception, conservation, and storage of samples, the registration and archiving of results, the preparation and review of test reports, and the monitoring of the condition of the laboratory equipment and materials.
Validity of the talent pool
Once the final list of successful candidates is published, the Board will propose to the Presidency the establishment of the talent pool, ordered from highest to lowest score, which will be governed by the Regulation for the establishment of job pools for temporary employment of the Provincial Council (Annex II of the Framework Agreement for Civil Service Personnel). The pool will be extinguished upon the establishment of new ones resulting from the execution of the Public Employment Offer for the same category. An optional appeal for reversal may be filed against the rules within one month or, directly, a contentious-administrative appeal within two months.
The call for applications opens a stable access route to temporary employment in a technical service key to the quality control of the provincial road network, and offers applicants with training in materials testing a defined itinerary toward appointment as interim staff in the Provincial Council’s laboratory.
