The Provincial Council approves the 2026-2028 subsidy plan with 1.1 million in works

The Plenary of the Provincial Council of Castellón has definitively approved the Strategic Grant Plan (PES) 2026-2028, the full text of which is published in the Official Gazette of the Province of Castellón number 104, dated August 29, 2026 (reference 03832-2026-U, file 6740/2025). The plan, which was initially approved in the plenary session of June 30, 2026, is now final as no claims or suggestions were submitted within the legal period following its publication in BOP number 80, dated July 4, 2026.

The document, signed by the delegated deputy for Finance, Mª Ángeles Pallarés Cifre, and the general secretary, Manuel Pesudo Esteve, constitutes the roadmap for provincial public financing for the next three fiscal years. It is structured around the General Grants Law 38/2003, of November 17, and organizes dozens of lines—both nominative and competitive—distributed by convening departments ranging from planning and culture to environment, rural development, economic promotion, social welfare, and equality.

Highlighted investments in municipal infrastructure

Among the highest-value nominative grants are three infrastructure projects concentrating more than 1.1 million euros in the 2026 annual budget:

• Climate shelter at the Fora Forat promenade in Vinaròs (Vinaròs City Council): €400,000.00.
• Connection via the Camino del Serradal between Castelló and Benicàssim (Castelló de la Plana City Council): €300,000.
• Turf and irrigation system works for “El Olivar” football field (Caudiel City Council): €451,084.71.

These three lines are financed with the Council’s own funds and are executed entirely in the 2026 annual budget, with no credit planned for 2027 and 2028. The beneficiary’s contribution will be defined in the corresponding regulatory agreement based on the activity’s budget.

A plan oriented towards efficiency and transparency

The PES 2026-2028 builds upon the concept of strategic planning developed by the provincial administration, with a continuous improvement approach that seeks to establish performance and efficiency guidelines in the management of public resources. The plan reinforces accountability as a key element of Open Government, in line with the principles of transparency, efficacy, and equity that inspire the General Grants Law.

Alongside the nominative lines, the plan includes numerous competitive calls, such as aid to guarantee the supply of drinking water to municipalities with fewer than 20,000 inhabitants, the surveillance of agricultural areas through rural guards, or demand-responsive transport for city councils and smaller local entities, with allocations that in several cases reach 300,000 euros annually.

Relevance for municipalities

The final approval of the plan provides legal certainty to the city councils and entities of the province, who know in advance the available aid lines and their amounts for the three-year period. The publication of the full text in the official bulletin guarantees the transparency of the process and allows potential beneficiaries to prepare their applications in advance, in a context where provincial funding is key for the development of infrastructure and services in the municipalities of Castellón.
