La Diputación aprueba definitivamente la Agenda Provincial de Cáceres como marco estratégico

The Plenary of the Provincial Council of Cáceres has definitively approved the Provincial Agenda of Cáceres, the strategic planning instrument that will guide the institution’s policies in the coming years. The agreement is published in the Official Gazette of the Province of Cáceres no. 0190, dated October 5, 2026, with reference BOP-2026-4624, which reproduces the text in full to correct an error noted in announcement BOP-2026-4566, published on October 2.

The agreement was adopted by the Plenary in an ordinary session on September 24, 2026, upon the proposal of the Third Vice President and Delegated Councilor for the Area of Development, Mobility, and Provincial Agenda, Luis Fernando García Nicolás, and following the report of the Information Commission for Development, Mobility, and Provincial Agenda. The document bears the signature of the Chief Clerk, Álvaro Casas Avilés, and is dated in Cáceres on September 28, 2026.

Origin: European funds and a pilot plan

The Agenda stems from the call for aid for pilot projects for Local Action Plans of the Spanish Urban Agenda, approved by Order TMA/957/2021, dated September 7, within the framework of the Recovery, Transformation, and Resilience Plan. The Provincial Council of Cáceres was a beneficiary of a grant of 250,000 euros and was one of the seven provincial councils selected across Spain.

On September 6, 2022, the Plenary unanimously approved the Action Plan “Province of Cáceres, the province you want,” the first PRTR grant obtained by the institution, with an investment of 302,500 euros (VAT included). The initial approval of the Agenda took place on April 30, 2026 (announcement BOP-2026-2039) and the one-month public information process concluded without objections.

Territorial participation and governance

  • Surveys open to the public, thematic workshops in various municipalities, and interviews with key actors during 2022.
  • Work by the Provincial Council of Public Policies, whose Final Report was unanimously approved on April 25, 2025.
  • I Participatory Design Conference for Public Policies “Cáceres, the province you want,” held on June 15, 17, and 18, 2026.
  • Five thematic tables: territorial infrastructure; demographic challenge and habitability; climate change and circular economy; economic development and digital transformation; and governance, cooperation, and equality.

The conclusions were systematized by the Provincial Agenda Technical Office in the Participation Process Report, which was forwarded to all areas of the Provincial Council for the preparation of the 2027 Provincial Budget.

Ten objectives and budgetary alignment

The Agenda adapts the ten strategic objectives of the Spanish Urban Agenda to the provincial context and aligns them with the Sustainable Development Goals, with a vision extending beyond 2030. The ten Provincial Objectives range from sustainable territorial planning and the fight against depopulation to digital transformation, gender equality, and a flexible governance system.

The agreement approves as an integral part of the document Annex I – Methodological Framework, Annex II – Strategic Planning, and Annex III – Budgetary Alignment, which connects objectives, strategies, and economic programming. The structural elements—methodological framework, Provincial Objectives, Strategic Lines, and governance model—are distinguished from the operational ones, which are updatable every year.

Publication and appeals

The Provincial Council will arrange for the publication and dissemination of the final version and its annexes through its institutional channels and the Agenda’s web environment, for consultation by municipalities, provincial areas, and territorial agents. The agreement is final in administrative proceedings: a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Courts of Cáceres or, optionally, an appeal for reversal within one month.

The Agenda turns strategic planning into the transversal reference framework of the Provincial Council and links it to the 2027 Budget, so that the priorities identified in the territory will condition the provincial programs, projects, and investments of the coming years.
