La Diputación aprueba 9,8 millones para ayuntamientos y entidades locales menores

The Provincial Council of Guadalajara has finalized credit modification file no. 31/2026 to the 2026 General Budget, a package of 9,793,004.16 euros that injects 8.95 million into the 2027 Municipal Investment Fund (FIM) for the province’s town councils. The announcement is published in the Official Gazette of the Province of Guadalajara no. 201, dated October 21, 2026, within section I, with the full breakdown of budgetary increases and decreases.

The reference agreement is that adopted by the Plenary of the provincial corporation in the ordinary session of September 24, 2026, processed as an extraordinary credit. The initial approval was published in BOP no. 183, dated September 25, 2026, which opened a period of fifteen business days for claims before the General Registry of the Provincial Council. As no allegations were presented, the agreement has been automatically finalized in application of article 169.1, by referral of 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.

8.95 million for the 2027 FIM for town councils

The bulk of the file is concentrated in the Municipal Investment Fund for the next fiscal year. Application 1501 76253, under the description “FIM 2027. Town Councils,” receives 8,950,000.00 euros, the amount that will reach the municipalities of the province to finance their investments.

The second block of increases is directed toward smaller local entities, with 450,000.00 euros allocated to application 1501 76853 (“FIM 2027. Smaller local entities”). These are the two items that account for practically all of the approved extraordinary credit.

393,004 euros for the rural road of San Andrés del Rey

The file also incorporates a specific action: 393,004.16 euros for the agreement with the Town Council of San Andrés del Rey destined for the rural road, allocated to application 454 76200.

This amount is not financed by treasury surplus, but is charged to a decrease in another expenditure application: 1531 65026, “Access to population centers 2026,” which is reduced by the same amount of 393,004.16 euros. The movement is, therefore, neutral in the total budget and responds to a previously planned change in credit destination.

Financing with surplus and period to appeal

The file is supported by two distinct sources of financing:

  • Increases in expenditure applications: 9,793,004.16 euros in total.
  • Decreases in expenditure applications: 393,004.16 euros (application 1531 65026).
  • Increases in revenue applications: 9,400,000.00 euros, under concept 87000 “Treasury Surplus for General Expenses.”

The announcement expressly states the means of challenge. Against the agreement, and by virtue of Article 171 of Royal Legislative Decree 2/2004 by referral from 179.4, interested parties may directly file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within a period of two months, counted from the day following the publication of the announcement in the Official Provincial Gazette.

The document is signed in Guadalajara on October 20, 2026, by the president of the corporation, José Luis Vega Pérez, and bears the verification code 838ac73596a958dfbdaf0853e0551903fd56002b for verification at the provincial electronic office.

Provincial Impact

The operation affects all municipalities of Guadalajara, which will have the 2027 FIM nearly a month before the close of the fiscal year, and smaller local entities, which usually have a lower capacity to finance investments with their own resources. The two-month window for the contentious-administrative appeal leaves open, however, the possibility that the execution of the allocations may be conditioned by judicial proceedings.
