La Diputación aprueba 502.000 euros en créditos extraordinarios y suplementos

The Plenary of the Provincial Council of Albacete initially approved, in its extraordinary session on October 13, 2026, a credit modification for a total amount of 502,000 euros, consisting of 187,000 euros in extraordinary credits and 315,000 euros in credit supplements. The agreement includes 315,000 euros for the execution of the Integrated Action Plan of Letur and is published in the Official Gazette of the Province of Albacete number 126, corresponding to Wednesday, October 28, 2026, in the Third Section. Local Administration, with official reference 27.318.

The operation is processed as credit modification file number 32/9 C.E-9 S.C. for the 2026 fiscal year. The extract is disseminated in accordance with Article 197 of Royal Decree 2568/1986, of November 28, which approves the Regulation on the Organization, Operation, and Legal Regime of Local Entities, and Article 113, fourth paragraph, of the Organic Regulation of the Provincial Council of Albacete.

Along with the credit modification, the Plenary agreed to modify the annex of investments and capital transfers to the 2026 general budget, as a result of changes in chapters VI and VII of the provincial expenditure budget, as well as the XVI Strategic Grant Plan for the 2026 fiscal year, approved in an extraordinary plenary session on December 12, 2025.

Extraordinary credits: 187,000 euros for agreements and music bands

The extraordinary credits, endowed with 187,000 euros, are distributed among four budgetary applications:

  • Infrastructure management agreement for Albatana: 153,000 euros.
  • Infrastructure management agreement for Villarrobledo: 18,000 euros.
  • Agreement for the National Congress of Music Bands: 10,000 euros.
  • Agreement with the Federation of Music Bands: 6,000 euros.

By chapter, these credits are divided into 171,000 euros in capital transfers (chapter VII) and 16,000 euros in current transfers (chapter IV).

315,000 euros for the Letur Integrated Action Plan

The credit supplement, amounting to 315,000 euros, is concentrated in a single application: the execution of the Integrated Action Plan of Letur, allocated to chapter VI for real investments. This item represents 62.7 percent of the total approved modification.

The summary by chapters of the expenditure budget is as follows:

  • Real investments (chapter VI): 315,000 euros.
  • Capital transfers (chapter VII): 171,000 euros.
  • Current transfers (chapter IV): 16,000 euros.
  • Total: 502,000 euros.

Financing with surplus and public exhibition

The total amount of 502,000 euros is financed from the treasury surplus for general expenses, allocated under revenue sub-concept 870 00 and recorded in Chapter VIII (financial assets) of the 2026 revenue budget.

As this is an initial approval, the agreement entails the continuation of the legal processing and the public exhibition of the file, such that the municipalities and beneficiary entities are subject to the appeals period provided for in the Local Treasury regulations before the modification becomes final.

Agreements, work in Tarazona and other resolutions

The same plenary session resolved other matters of institutional significance:

  • Agreement with the University of Castilla-La Mancha for the dissemination of the School Agenda 2030 program during 2027, 2028, 2029, and 2030, with an annual grant of 35,000 euros and early processing for its signing in 2026.
  • Agreement with the Provincial Council of León to make the applications and tools of the Sedipualba platform available, effective from October 28, 2026, to December 31, 2027.
  • Authorization for the City Council of Tarazona de La Mancha to undertake the 2026-POS plan work number 25, for the remodeling of streets, with a provincial contribution of 70,000 euros and 40,000 euros from municipal funds out of a budget of 110,000 euros.
  • Rejection of the motions from the Popular Group regarding the sovereignty of Ceuta and Melilla and from the Vox Group regarding the return of 25 percent of the environmental water canon to the municipalities.

The Plenary was also informed of the Treasury reports on the average payment period to suppliers for July and August 2026, and of the Presidency decrees numbers 3936 to 4600, issued between August 27 and October 2, 2026.

The credit modification provides immediate budgetary coverage for the infrastructure agreements of Albatana and Villarrobledo and for the music bands, and ensures the financing of the investments planned in Letur within the Integrated Action Plan. For the affected municipalities, the key lies in the public exhibition period: any allegation must be submitted before the modification is definitively approved and the credits become available.
