La Diputación amplía los plazos de las subvenciones de memoria histórica

The Provincial Council of Cádiz has extended the execution deadline for historical memory projects until November 15, 2026, and the deadline for expenditure justification until November 30. This is done through decree MEMOR-00059-2026, issued on October 26 by the second vice-president and delegated deputy for Ecological Transition and Citizen Development, Francisco Javier Vidal Pérez, and published in the Official Gazette of the Province of Cádiz number 209, dated October 29, 2026, with reference number 376.773.

The affected call is for grants, under a competitive bidding process, to local entities for historical and democratic memory projects in the province of Cádiz for the 2026 fiscal year. It was approved by decree MEMOR-00017-2026, dated March 27, 2026, and published in the Official Gazette of the Province number 74, dated April 21, 2026. The expenditure authorization was formalized through decree MEMOR-00019-2026, dated April 6, with a total credit of 110,000.00 euros allocated to budget application 30/334B/46200 and a maximum grantable amount of 10,000.00 euros per project and entity.

The final award was resolved by decree MEMOR-00040-2026, dated July 31, 2026, published in the Official Gazette of the Province number 182, dated September 21, 2026. That resolution awarded 106,170.87 euros to fourteen local entities, out of a total of 231,320.87 euros in admitted projects that sought the allocated credit.

Two requests and fifteen days of margin

Decree MEMOR-00059-2026 responds to the extension requests submitted by the City Council of Bornos, which alleged a temporary decrease in personnel resources, and by the Mancomunidad de Municipios de la Janda, which argued a lack of time to carry out the project. The instructing body considered it appropriate to grant both requests under article 32.1 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The decree recalls that the extension cannot exceed half of the original term and that the decision must be adopted before the expiration, as no expired deadline can be subject to extension. The schedule is now as follows:

  • Execution of projects: until November 15, 2026 (previously, October 31, 2026).
  • Justification of expenditure to the Provincial Council: until November 30, 2026 (previously, November 15, 2026).

The beneficiary entities and their projects

The final list in Annex II of the call, approved in September, includes the following entities and amounts:

  • Benalup-Casas Viejas City Council: “The Events of Casas Viejas. 93rd anniversary. 1933-2026”, 4,741.99 euros.
  • Mancomunidad de Municipios de la Janda: “Memories of La Janda”, 10,000.00 euros.
  • Trebujena City Council: conferences, tributes, and dignifying access to the Civil Courtyard of the municipal cemetery, 10,000.00 euros.
  • Puerto Serrano City Council: phase II of archaeological and anthropological intervention in the municipal cemetery, 10,000.00 euros.
  • San José del Valle City Council: “Memory and Democratic Education”, 6,000.00 euros.
  • Medina Sidonia City Council: “Voices of Memory”, 8,000.00 euros.
  • El Bosque City Council: “From 1810 to Democracy”, 4,000.00 euros.
  • Alcalá de los Gazules City Council: “Alcalá with Memory”, 8,500.00 euros.
  • Algodonales City Council: historical memory conferences and democratic tribute, 3,250.00 euros.
  • Bornos City Council: “Bornos: Living Memory 2026”, 10,000.00 euros.
  • Alcalá del Valle City Council: historical and democratic memory actions, 10,000.00 euros.
  • San Roque City Council: genetic collection campaign from relatives and anthropological study of ossuaries, 10,000.00 euros.
  • Setenil de las Bodegas City Council: Historical and Democratic Memory route, 10,000.00 euros.
  • Paterna de Rivera City Council: actions during the 2026 Historical Memory Week, 1,678.88 euros.

Publication and effects

The decree orders the publication of the resolution on the Notice and Edicts Board of the Provincial Council of Cádiz website and in the Official Gazette of the Province. The text recalls, citing the third section of article 32 of Law 39/2015, that agreements regarding the extension of deadlines or their denial are not subject to appeal, without prejudice to any appeal that may be filed against the resolution that ends the procedure.

The call for local entities is independent of the line destined for non-profit entities of the same year, endowed with 100,000 euros and also resolved in 2026 with its own decrees.

The postponement comes just two days before the scheduled closing for execution, which leaves the municipalities and the regional association fifteen additional days to complete interventions in graves, cemeteries, and outreach activities, and half a month more to submit the justifying account. For the local coffers involved, this margin prevents projects already awarded and underway from losing funding due to a scheduling issue rather than an execution problem.
