The Provincial Council extends fire relief aid to Ujados and Tordelloso

The Provincial Council of Guadalajara has approved a second grant of direct subsidies of 25,000 euros for the municipality of Ujados and the EATIM of Tordelloso, two entities that were left out of the first resolution despite being included within the perimeter of the Sierra Norte Natural Park fire. The agreement was adopted by the provincial institution’s Governing Board in its ordinary sessions on September 9 and 22, 2026, and is published in the Official Gazette of the Province of Guadalajara No. 181, dated September 23, 2026, under File 5118/2026.

The origin of the measure lies in the agreement of the Council’s Plenary on July 30, 2026, which approved the first grant of subsidies to city councils and EATIMs affected by the fires produced in the Sierra Norte Natural Park and in the surroundings of Selas, with aid of 25,000 euros for each directly affected municipality. The publication of that resolution provoked claims from city councils and EATIMs that did not appear in it.

Having verified that the applicants are included within the fire perimeter and were affected within their municipal boundaries, the Governing Board now issues a new resolution so that they may receive the subsidy under identical conditions as the rest of the affected municipalities. The line has budgetary backing: credit modification No. 28/2026, published in the BOP No. 162 on August 25, 2026, allocated 1,000,000 euros to application 912 76202 “Subsidies for city councils. 2026 Fires.”

Beneficiaries and Amount

• Ujados: 25,000.00 euros.
• EATIM of Tordelloso: 25,000.00 euros.
• Total of the second grant: 50,000.00 euros, charged to budgetary application 912 76202.

Eligible Expenses

• Current expenses and investments linked to the water cycle: chlorinators, catchment, purification, distribution or sanitation, and water analysis.
• Replacement costs for goods that allow for an initial response to fires, such as hydrants and hoses.
• Replacement and renovation of public buildings, public lighting, streets, parks or gardens, and municipal warehouses affected by extinction tasks.
• Any other investment considered necessary for the reconstruction of damages caused by the fire within the perimeter of the locality.

Conditions, Justification, and Control

• Each municipality will receive 25,000 euros, an amount that may be increased in future resolutions if it is justified that this amount has been spent and further needs are proven.
• The grants are compatible with other subsidies for the same purpose, provided that, cumulatively, they do not exceed the amount of the damage suffered.
• Payment will be made once the granting resolution is published in the BOP of Guadalajara.
• Due to its compensatory nature, justification of expenditure is not required pursuant to article 30.7 of the General Subsidies Law; the reimbursement of amounts not invested in eligible activities will be required.
• Beneficiaries must publicize the grant on their social networks and on the notice board, and submit to the monitoring of the Provincial Council, the provincial Audit Office, and the control of the Court of Auditors.

Appeal Process

The agreement concludes the administrative process, in accordance with article 52 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. An optional appeal for reversal may be filed before the same body, or it may be challenged directly before the contentious-administrative jurisdictional order, provided that the latter cannot be filed until the appeal for reversal is resolved or its presumed dismissal occurs. The document was signed in Guadalajara on September 22, 2026, by the president of the Provincial Council, José Luis Vega Pérez.

The decision closes the claim of two local entities which, being within the area devastated by the fire, had been left without the compensation already recognized for other municipalities. With this second resolution, Ujados and the EATIM of Tordelloso will each have 25,000 euros to repair water infrastructure, firefighting equipment, and damaged public assets, under the same conditions as the rest of those affected in the Sierra Norte.
