The Provincial Council opens the collection of the Rural Property Tax (IBI Rústica) and the 2026 Business Activity Tax (IAE)

The Provincial Council of Huesca, through its Treasury and Provincial Service for the Collection of Local Taxes, has opened the voluntary payment period for the receipts of the Tax on Real Estate of a Rural Nature and the Tax on Economic Activities corresponding to the 2026 fiscal year. The announcement, signed by the Treasurer Constanza Sánchez Belda on September 14, is published in the Official Gazette of the Province of Huesca number 176, dated September 15, 2026 (official reference BOPH-2026-176002).

The opening is carried out in accordance with articles 23 and 24 of the General Collection Regulations, approved by Royal Decree 939/2005, of July 29. Collection will be made by receipt, in accordance with the Tax Calendar published in the gazette and in the edicts that the Provincial Service will send to the town halls for display on notice boards.

Deadlines and direct debit

The voluntary payment period extends from September 16 to November 16, 2026, both inclusive. The debit of receipts registered for direct debit in the taxpayers’ accounts will take place on October 6, 2026.

  • For non-direct debit receipts, taxpayers will receive a document at their home during the first fortnight of October to proceed with payment.
  • Failure to receive the form does not release the taxpayer from payment nor cancel the corresponding surcharge.
  • Once the voluntary period has concluded without payment, the executive period will automatically begin, during which executive surcharges will accrue without the need for notification or request.

Affected Town Halls

The collection covers practically all municipalities in the province, both for the Rural Real Estate Tax (IBI) and the Tax on Economic Activities (IAE). Among them are the main regional centers:

  • Huesca, Jaca, Monzón, Barbastro, Binéfar, Fraga, Sabiñánigo, Graus, Sariñena, and Aínsa-Sobrarbe.
  • Along with them, dozens of smaller towns from all the Upper Aragon regions, from Benasque and Bielsa to Fraga and Tamarite de Litera.

Payment Methods

Payment can be made through several channels, both electronic and in-person:

  • At the Virtual Tax Office (https://www.dphuesca.es/oficina-virtual-tributaria), using a bank card through the services of Ibercaja and CaixaBank, and payment by card and/or Bizum.
  • At the financial institutions Ibercaja, CaixaBank, and Caja Rural de Aragón, using a card at their ATM network and electronic banking, or by presenting the document at the teller window.
  • At the Correos (Post Office) network of offices, via postal order by presenting the payment document.

Taxpayers who do not receive the document may obtain a duplicate at the taxpayer service offices (by appointment via telephone at 974 294 189, from 9:00 a.m. to 2:00 p.m.) or in the Taxpayer Folder of the Virtual Office, accessing it with a digital certificate, electronic ID, or the Cl@ve system. The service has offices in Huesca (central service and seizure unit), Jaca, Monzón, Barbastro, Binéfar, Fraga, Boltaña, and Sariñena.

The opening of this collection affects thousands of taxpayers throughout the province, including both owners of rural properties and holders of economic activities. Complying with the voluntary period avoids entering the executive period and the accrual of surcharges; therefore, it is advisable to attend to the direct debit on October 6 or make the payment before November 16.
