The Provincial Council opens the 2026 Employment Plan to finance Social Security

The Provincial Council of Ciudad Real has published the call for the 2026 Employment Plan, a program of financial aid aimed at city councils, their autonomous bodies, and entities with a territorial scope smaller than a municipality (EATIMs) in the province to finance part of the Social Security costs of workers in employment projects. The summary of the call, approved by agreement of the Governing Board on September 8, 2026, appears in the Official Gazette of the Province of Ciudad Real number 176, dated September 14, 2026, under announcement number 2917.

The call is published in accordance with articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and its full text can be consulted in the National Subsidies Database with the identifier BDNS 928844.

Purpose and beneficiaries

The purpose of the call is the granting of aid to finance part of the Social Security costs of workers in projects approved under Order 46/2026, of April 7, of the Regional Ministry of Economy, Business and Employment, which regulates the bases for the granting of subsidies for the Active Employment Support Program and issues the call for 2026. Subsidiarily, or where applicable exclusively, the aid also covers the implementation of Municipal Employment Plans, through the hiring of unemployed workers for the execution of works, programs, or services of local interest.

All municipalities in the province, their autonomous bodies, and EATIMs that request it in accordance with the content of the call and the Regulatory Regulations of the Municipal Economic Assistance and Cooperation Plan may apply for the plan.

Regulatory bases and criteria

The regulatory bases are established in the Regulatory Regulations of the Municipal Economic Assistance and Cooperation Plan, approved by the Plenary of the Provincial Council in the session of April 29, 2022, and published in the Official Gazette of the Province number 121, dated June 24, 2022.

The maximum amount that each municipality and EATIM can obtain is determined by the application of the objective criteria established in the third base of the call.

Deadline and processing

  • The deadline for submitting applications ends on October 2, 2026.
  • Applications and all other procedures must be carried out exclusively electronically.

Provincial impact

The 2026 Employment Plan affects all municipalities in the province of Ciudad Real, making it one of the Provincial Council’s key tools for sustaining local employment and the provision of services of municipal interest. By financing the Social Security costs of the hired workers, the program relieves the economic burden on city councils and facilitates the hiring of unemployed persons for the execution of local works and services. Interested city councils and EATIMs (Municipal Entities without Legal Personality) have barely two weeks to submit their applications electronically before the deadline closes on October 2.
